2. What are you proposing?
I propose the WOU design and implement a discount/incentive for families sending more than one student to WOU.  This could be implemented for families with student attending simultaneously (making college more affordable), or for younger siblings (keying off of the President's remarks to recruit the whole family to WOU), or multi-generational (attracting 2nd and 3rd generation students to a WOU legacy).


3. Identify and justify the primary institutional priority that your initiative addresses: Sustainability and Stewardship
Identify the Impact:
This proposal is targeted both at increasing enrollment, and making WOU the most affordable.


4. Who will benefit from your initiative?
The University benefits from increased enrollment.

Families with multiple children (and especially large families) would be enticed to come to WOU if they received a 'family discount'.  It is simpler for a family to have multiple students at the same University.

Students with siblings at the University have a better support structure, making them more likely to graduate.


5. LIST OUTCOMES AND DESCRIBE YOUR ASSESSMENT PLAN.
Outcomes:
Increased enrollment/Increased revenue
College is more affordable for multi-student families
One step closer to supporting HSI (who average larger family sizes)
Greater connection with Alumni community

Assessment:
Direct survey to program participants in "family discount".  How much did "family discount" impact your decision to attend?
After 12 months "run the numbers" and ensure it's a profitable program (how many truly new students did we get because of this?  How much did we remit?) If not profitable, discontinue.
After 24 months "run the numbers" and ensure it's a profitable program.  If not profitable, discontinue.


6. PROVIDE YOUR IMPLEMENTATION PLAN AND TIMELINE
Plan:
Work with BO, FA and Admissions to discuss the criteria and process.
Work with MARCOM & Admissions to discuss how to advertise it (where and when).
Advertise ... right away!
Have Advancement reach out to alumni with HS-aged children/grand-children to tell them what we are doing... with a focus on "Legacy".

Timeline:
Implement spring/summer.  Launch Fall Term 2019.


7. IF YOUR INITIATIVE IS NOT FUNDED, DESCRIBE YOUR CONTINGENCY PLAN
Continue to recruit as normal.


8. WHAT EXTERNAL AGENCY OR ORGANIZATION IS DOING SOMETHING SIMILAR? DESCRIBE WHAT THEY ARE DOING AND HOW YOUR PROPOSAL IS SIMILAR AND/OR DIFFERENT AND WHY
Belmont University (TN) been doing it since at least 2016 (25% off only 2nd, 3rd, 4th students' tuition).

How is this similar: 
Logically, siblings would be covered ... I would also recommend any 2 members of an immediate family qualify (parent + child).
Other Universities are doing "legacy" scholarship (discount).

How is this different: 
We would discount BOTH students' tuition (or all 3, 4,5) -- not just the 2nd,3rd,4th ...
Would we want to offer this to grand-children?  great-grand-children?

10. WHAT IS YOUR BUDGET JUSTIFICATION FOR THE RESOURCES REQUIRED?
I estimate only spending $5000 of new money.  All other funding is tuition remissions ... and would be covered by new enrollment dollars.
The $5000 would be critical to get this information into the right hands - to help influence the decisions of students to come to WOU.
