Program Title: Rehabilitation Counselor Education

Describe the proposed degree program change(s) in terms of how the changes differ from the program as currently approved and published in the latest WOU catalog (specify the latest catalog date).
The Rehabilitation Counselor Education (RCE) program has traditionally used the portfolio as its exit requirement with the goal of gathering materials in a structured way that are representative of a student¿s work in the program. This proposal requests an alternative option to this requirement. The original portfolio which is called Portfolio-1 includes four chapters, (a) Future Goals, (b) Ethics Application, (c) Counseling Theory Application, and (d) Case Study. The proposed alternative portfolio, Portfolio-2, includes (a) a Case Study, (b) taking of the CRC (Certified Rehabilitation Counselor) exam, and (c) the CRC Exam Reflection Paper. All RCE students are required to do a single Case Study that is approved by the IRB and includes the following sections: application of counseling theory and techniques including what was learned through internship; profile of case study client, literature review, six CAPS, counseling tapescript, case study outcome including tie in to philosophical statement regarding the students¿ role in counseling individuals with Deafness and/or have disabilities. Both portfolio options are assigned a Portfolio Chair, and students must choose two additional committee members and present a case study proposal. The completed document from Portfolio-1 or the Case Study from Portfolio-2 will be archived in the library after successful completion of the oral defense. The reason a second portfolio option is being proposed is that graduates who obtain a CRC are more competitive in employment. This certification establishes a professional identity and provides employers as well as clients with a recognizable point of reference. This also enhances recruitment efforts because the CRC exam is a commonly offered in graduate RCE programs across the nation. The exam mirrors the requirements of CORE (Council on Rehabilitation Education) which is the program¿s accrediting body. Students who choose option Portfolio-2 will be required to write a reflection paper once the results of the examination are received. The Portfolio-2 committee will evaluate students on their case study presentations and the CRC Exam Reflection Paper during the oral defense process. (NOTE: Students are not required to pass the CRC exam in order to pass the exit requirements.) Both portfolio options provide RCE students with an opportunity to demonstrate their comprehensive understanding and application of rehabilitation counseling that they have acquired during the two year, 81 credit graduate program. Please see attached chart that documents the current exit requirements and the proposed optional requirement.

Describe the reasons for making this change:
No change will be made to the current catalog description of the WOU graduate exit requirement. In addition, no change will be made to the current catalog description of the RCE graduate program requirements. Current catalog descriptions of both the WOU graduate exit requirements and the RCE graduate program requirements are attached.

How and when will the effectiveness of these changes be determined?
The RCE Advisory Council has suggested this exit requirement option for the past two years due to the number of competitive jobs in the rehabilitation field that require applicants to have successfully completed the CRC (Certified Rehabilitation Counselor) examination. Students who elect Portfolio-2 and take the CRC exam in early March of their second year of study will have results to faculty by mid-April. Although students are not required to pass this exam to complete the RCE exit requirements, information from the exam as well as the reflection paper will provide the RCE program gather more specific data about how well the program is preparing students for competitive employment by using the national standard as set by the CRC exam.
