Program Title: Undergraduate Teacher Preparation

Describe the proposed degree program change(s) in terms of how the changes differ from the program as currently approved and published in the latest WOU catalog (specify the latest catalog date).
The Division of teacher education is proposing a revision to the current Early Childhood teaching authorization coursework. This revision is being brought forward for several reasons.
The current Early Childhood teaching authorization culminates in a student being able to receive a licensure to teach children from 3 years of age through 4th grade. Historically, WOU has offered several courses that focused on early childhood ages 5 years and younger. Currently, however, the only course we offer that has any focus younger than kindergarten is ED 220: Introduction to Early Childhood. As a result, even though students are graduating with a license to teach children under the age of kindergarten, they are not getting coursework or student teaching opportunities that focus on that age group. The revisions to our program would alleviate this.
In addition, the proposed revisions would bring a focus based on the inclusion of all abilities in early childhood settings (birth-4th grade). This change would help prepare our preservice teachers to work with the wide range of students that will be present in their classrooms. This would strengthen the EC teaching authorization program and better prepare our preservice teachers.

Describe the reasons for making this change:
Current catalog description: (2012-2013, p. 52) Ages three through grade four in an elementary school only.
Proposed catalog description:
Ages birth through grade four in inclusive early childhood environments (including Head Start, preschool, K-4 elementary schools). Licensure for the Early Childhood Authorization includes ages three through grade four in an elementary school only.

How and when will the effectiveness of these changes be determined?
Program effectiveness and student learning assessment will mirror the procedures currently in place in other teaching programs in the College of Education, where a combination of graded exams, term papers, presentations, and other assignments are used. Learning assessment will be embedded in the curriculum with each course requiring demonstration of mastery of subject matter.
