Program Title: MAT: Initial Lincensure

Describe the proposed degree program change(s) in terms of how the changes differ from the program as currently approved and published in the latest WOU catalog (specify the latest catalog date).
MAT Program ¿ Incorporating Mandatory 3 credit ESOL course (ED 581: Introduction to ESOL and Bilingual Education)
To meet the mandate of the new ESOL course requirements, the MAT (initial licensure) program will be adding three credits to its program. The proposal below reflects the goals of keeping the (campus-based) CB program a four term program, the (web-based/hybrid) WB program a six term program, and providing a manageable graduate student work load, while maintaining a rigorous and relevant graduate program.
WB Winter Cohort ¿ ESOL course will be added to initial winter term. This means students will be taking 9 credits in the winter term.
WB June Cohort - Students will have two options. ESOL course will be added to initial summer term. This scenario means students would be taking 9 credits in the summer term. Students could also take a special end of August summer (online) 4-week course. The students begin their student-teaching towards the beginning of September. Having the course during this period will allow students to apply course concepts to their student-teaching experience.
CB Spring Cohort ¿ Students will have two options. Since no courses are required in the summer, students can either take a course during the normal 6-week summer session or they can take the special end of August summer (online) 4-week course.
CB June Cohort ¿ ESOL course will be added as a special end of August summer (online) 4-week course. The students begin their student-teaching towards the beginning of September. Having the course during this period will allow students to apply course concepts to their student-teaching experience.

How and when will the effectiveness of these changes be determined?
The goal would be to have the course begin in the 2014-15 academic calendar year. This means, the new course will first be implemented in winter term 2015. Since, these will be incorporated in four separate cohort groups (2 campus-based and 2 web-based) we will be able to evaluate effectiveness by looking at multiple cohort groups after each group that started in 2014-15 has completed their program cycle.
