Current Course Description:
In-depth study of main streamed, multicultural, TAG and at-risk students. Teaching strategies for meeting the needs of these students within the context of the regular classroom¿s curriculum will be considered.

New Course Description:
This course will provide an in-depth study of the diverse student body in today¿s secondary classrooms including students identified as Talented and Gifted (TAG), students who are yet learning English (ELL), and students who have identified disabilities. Application of universal design, differentiation, and systematic interventions will be addressed to meet the needs of these students in the 21st Century classroom.

Justification for changing the course (e.g. alignment with other institutions, program revision, etc.):
The ¿Special Populations¿ course has evolved over the years as have educational laws and the demographics in today¿s classrooms. Initially this was a one credit ¿seminar¿ which briefly covered a broad understanding of students served by special education, student¿s for whom English was a second language (ELL) and students identified as Talented and Gifted (TAG). An in-depth study of these groups could not be done in a 1 credit course and yet teachers needed to not only understand these populations but to develop strategies for working with these students in their general education classrooms. The expansion of the course was a recognized need so the course was changed to 2 credits. To continue keeping pace with the ever changing needs of teachers in today¿s classrooms, the course must be further adjusted and expanded to meet the current training needs of Oregon¿s newest teachers. The passage and progressive implementation of NCLB and Individuals with Disabilities Improvement Act has dramatically changed the makeup of today¿s classrooms in that schools are being held increasingly accountable for the academic and social success of ALL students. These laws have spawned a number of initiatives across the state, many of which are especially relevant to this course: Positive Behavioral Supports (PBS), and Response to Intervention (RTI) and the new English Language Proficiency (ELP) standards. Particular subgroups that are being targeted in these initiatives are students with disabilities and students for whom English is a second Language. Additionally, secondary teachers across the state must be able to balance the needs of struggling students with the mounting pressure to meet the unique needs of TAG students. In an effort to update what I am currently doing and add content specifically related to these initiatives, we would like to add the following objectives to this course. Students will be able to embed and teach success strategies in the general education curriculum. 1. Students will be able to participate in the development of and implementation of Positive Behavioral Supports (PBS), Functional Behavioral Analysis (FBA), and Behavior Intervention Plans (BIP) in the secondary general education classroom. 2. Students will be able to use universal design to differentiate instruction and incorporate assistive technology to reduce the need for individual accommodations and modifications. 3. Students will be able to incorporate language development strategies that meet the learning and language development needs of all learners.

Students in the Teacher Education Division's Master of Arts in Teaching (MAT) program will be affected by this change.
