Justification for changing the course (e.g. alignment with other institutions, program revision, etc.): Due to recent use of the term ¿socially maladjusted¿ (SM) in IDEA (Individuals with Disabilities Education Act) the term ¿maladjusted¿ may be confusing, misleading, and/or controversial. This may be especially true for graduate programs evaluating transcripts of our undergraduate students for admission decisions. Legislation has used the term ¿socially maladjusted¿ in IDEA, which is used by public education systems to determine eligibility for special education services (see wording below). The term is poorly defined in the legislation and is not a DSM diagnosis (or other diagnosis). Thus, professionals in psychology, education, the judicial system, and law makers have disagreed about how to define, assess, and diagnose children with ¿social maladjustment¿ in regards to IDEA & related services. In some instances it has been a hot topic of controversy and debate (mainly because children with SM without additional emotional disturbances are excluded from special education services). Although not well agreed upon, interpretations of this term include descriptions such as (a) child engages in antisocial and delinquent behavior, (b) child engages in problem behavior that is ¿willful¿; individual is making a ¿choice¿ to engage in the behavior, (c) child believe that rules should not apply to them and/or they should be in charge of establishing their own rules without regard to society¿s rules, (d) child is shrewd, callous, and/or lacks remorse, (e) Child meets DSM criteria for Conduct Disorder or Oppositional-Defiant Disorder. However, it is my understanding that this course should cover ¿a broad range of disturbances¿ that occur primarily in childhood. Thus, the name of the course (and possible wording in the description) should be changed to reflect this purpose. IDEA Language: Children are considered ¿emotionally disturbed¿ if they exhibit ¿a condition exhibiting one or more of the following characteristics over a long period of time and to a marked degree, which adversely affects educational performance: ¿ An inability to learn which cannot be explained by intellectual, sensory or health factors; (each of which is covered by a different area under special education) ¿ An inability to build or maintain satisfactory interpersonal relationships with peers or teachers; ¿ Inappropriate types of behavior or feelings under normal circumstances; ¿ A general pervasive mood of unhappiness or depression; or ¿ A tendency to develop physical symptoms or fears associated with personal or school problems (and) The term includes children who are schizophrenic. The term does not include children who are socially maladjusted, unless it is determined that they are seriously emotionally disturbed.¿ (IDEA) |
