I had taken a look at this.  Ran a virus scan,
came up clean.  All settings appeared to be fine.
 We changed the net connection settings and the
computer sped up considerably.  I don't know what
could be a permanent solution to the problem.

computer is lagging and the software is slow 
respond and this has been previously dealt with 
and the problem is still there.
