Because of the 554 IP:140.211.127.100 I'm thinking
they're blocking WOU.  I'll try to work with them
to get it unblocked.  I haven't been having very
good luck.

Currently she's having trouble emailing Germany.

This problem was worked on yesterday and seemed 
fixed, but is not working. She's been having this 
problem for quite some time. Students studying 
from abroad are having trouble with their WOU 
email in this way too.
