It was a bad video card. Joe is replacing it. I
delivered his machine back to him with a temporary
video card.

Computer is in the tech area already.  Computer 
powers on but doesn't post at all.

according to Dell (support site) it means there 
is "Other failure: See "Contacting Dell" in the 
Owner's Manual for instructions on obtaining 
technical assistance."
