it seems to be a "feature" of the new banner 
system.  It works on old banner.

She is working on student payroll and when she 
clicks on a box to type something in, it doesn't 
do anything. She has tried refreshing, logging 
out and back in, closing the program... but she 
has been unable to make it work.
