I installed some windows updates and ran CCleaner.
It seemed to speed up significantly.

This is a laptop that she takes home with her and 
uses with her DSL service. When she uses it at 
school, she plugs it into a cat5 jack in her 
office. Recently the laptop has been very slow 
and unresponsive, taking minutes to load websites 
like communication express, and even just to 
bring up "My Computer."
