Problem solved - the readoregon_web access group
had somehow lost the rights to the directory.  I
restored them and had him test that he could do
what he needed to do, and he was satisfied.

He believes that he had the admin. privilages to 
this site about a year and a half ago. He works 
on the site periodically and needs to make some 
changes but is unable to since he does not have 
admin privilages.
