A restart won't re-enable the card. You need to
right click it in device manager and re-enable it.

Left a vm asking if this was still a problem since
it would probably be fixed by rebooting the pc.

He disabled your the Gig-a-bit Card this card 
reads video from his labtop. With out this he is 
not able to watch anythig.  His door is unlooked 
and you can come in anytime. His office is in the 
old PE buliding 117A
