I had to right click and set the file security to
allow him to access his My Pictures file in the past.

Says a message comes up saying "you don't have 
any acess privileges" Says someone had gone over 
and took a look at this before a couple of weeks 
ago, has the same problem again. When he tries to 
open a jpeg picture it give him the message "you 
don't have any acess privileges"

Says he has tried to open the picture files in 
another program and still does not let him.
