outlook wont connect even in safe mode

Unable to get email. Travis talked to him in 
person and thinks it is user error. Jim says his 
coworker is having the same problem. (didn't tell 
him about the user error part)

With outlook, click on email and won't open.
Went IE browser and it is not loading pages.
FF slow but will load and can log into email with 
www.wou.edu/newmail

He will use that until the issue is resolved.

He was intense on the phone.
