 what is the address she can not send to?  Is the
title of this request meaning she can not send or
receive any email ? Please clarify.

Her email has been black listed. She called Utah, 
where she is trying to send/receive emails and 
they told her that they fixed it on there end.  
However, it shows up as “Black listed”.
