I did some research.  Apparently ther are 
incorrect access control list (ACL) permissions 
on some registry hives. I reset the ACL 
permission via .bat file I found.  This solved 
the problem.

Permissions issue.  Even as an admin I cannot 
install.  I can't even change registry entry 
premissions!

Unable to bring up Adobe Reader on my local 
machine. .dll file missing. Tried to download 
from Adobe site. Failed and closed. Does not work 
in either IE or Foxfire.
Went to Terminal Server and was able to open 
my .pdf files.
This is a high priority since I use this program 
a LOT and it is not convenient for me to work on 
the terminal server except occasionally.
