They are giving out the laptop with another power
supply with it and report no issues. The "charger"
(power supply) as functions fine.

Laptop not holding or taking a charge. Not sure 
whether it is the laptop or cable.  They did not 
try charging the laptop with another cable or 
another laptop with the cable.
