letting windows programs access it.

"rundll32.exe aplication error" "aplication 
failed to inisialize properly" 

clicks on okay to terminate application and it 
comes up again. says it goes away then when she 
goes to the control panel it does it on all of 
the programs when she tries to open any of them.
