I have changed the setting on these printers. 
Users should be able to delete their own jobs now.

the printers in ITC 104 are not processing jobs. #20060412[Edit Inv] says 
processing job, but never actually prints. and 20060411[Edit Inv] and 
20051091[Edit Inv] is always in "ready" mode. 
Student tried going to the printing que to cancel jobs and it says 
there are 6 jobs on pause. The student said she was only able to delete her own and an error came up saying "you must be an 
admin" in order to delete the other jobs. 
The kids in the class say "the printers never work" one chimed in  
"I've ben here four years and they never work."
