As to the email stalling out. That was a problem 
that we were having when email was being migrated 
over to the new system. It has since quit doing 
it so I think we are good on this service

Sent email explaining that it is a Java Runtime /
browser issue, with solution suggestions. 
Awaiting feedback to see whether or not the user
can fix the issue.

all email accounts get to 85% and then stall out.
they do not know if it is the computer. they have
refreshed the computer and they have restarted the
computer. if they go to a different computer they
email will work.
