I cleaned this printer again and I think the
quality is satisfactory at this point.

The are a couple very light smudges/specks on the
paper (that seem to be getting lighter after each
print).
I ran a cleaning page (which cleans the fuser) and
it seems to make things better, although the
specks are not completely gone. I may have to take
a vacuum cleaner and some cleaning supplies to do
a more thorough clean.

This printer is on the second floor of NPE. 
They intentionally keep Tray 3 empty; I set the
size and type for it, and now it should
automatically switch to Tray 2.

The paper tray it defaults to doesn't work.  Also
the ink spots on the printed pages is an issue.
