Changed the toner, that fixed it.  Old toner had
some weird misshapen parts where the toner
actually comes out.

Ran a clean cycle on the printer and cleaned some
of the rollers.  Issue was not resolved.

Our printer Mallard, 20071020[Edit Inv], is making very bad 
looking horizontal lines. This is a high priority 
for us because we print a large number of mailing 
pieces to donors on it.
