The printer was not jammed when I went to check it
and people were printing fine from it.  It is most
likely the rollers.  They looked worn down but not
enough to miss each time.  They are most likely
just missing the paper on a side of the roller. 

A status page says the printer is 16% away from a
maintenance kit need.

Ink levels are 74%.

Tray two says it has a paper jam but there is no
paper jammed...

I had the APSC guy go over and take a look at the
paper jam because they wanted someone to come over
and look at it right away.  But the info desk
called to report a 3rd person has called to say
the printer keeps jamming.  The printer says there
is a trey 2 jam and they seem to pull out all
paper but continually jams.
