The drivers for those two USB ports were not
installed.  All USB ports are now working.  I
tested with a memory stick and was able to access
my files using all USB ports on the computer. 
Dale can finish setup and delivery of the laptop,
as I see he still has an open ticket for another
task relating to this computer.

Dale gave me the laptop and mentioned that the 2
USB ports on the right-hand side are not
functioning properly, but the 1 port on the
left-hand side is.  Will do some testing and check
on new drivers.  Will have to call Dell to send
laptop in for service if needed.
