The Work Offline mode button was located in a different place in 
the Outlook 2010 interface and I had forgotten that. We switched it 
and now he's good to go.

Outlook 2010 is apparently stuck in Work Offline mode but the 
Work Offline button that is supposed to switch the offline/online 
mode apparently does not exist.
