We don't have any power supplies to swap in for troubleshooting.

Optiplex 990 in NS 216 (#20120137) does not turn on. Blinking 
amber power light. Either bad motherboard or power supply. Going 
to see if we have an extra power supply around here that will work 
for it. Computer is on my desk now.
