I had to reset the power supply on the 
machine;that fixed the problem. No amber light 
blinking as before. Also, did several restarts to 
confirm the problem had been fixed.

The computer is not turning on and has an amber light blinking in a sequence of 2, 1 

Which according to "http://f5k.wikia.com/wiki/Front_Panel_Lights_-_Optiplex_9010" is the error code for

"2,1       system board failure"
