File is of CSV format.  Renamed the downloaded
file to ".csv".  The file downloaded from the
clearinghouse ended in "csv=" with no period
before the .CSV extension.  With the rename, we
were able to successfully open the file with Excel.

Received a phone call stating that he was trying
to open a document but needed excel viewer to do
so. I let him know that excel should be able to
open the document for him but he was unsuccessful
when trying. He would like someone to come take a
look at it from him before the day is over
