I have fixed the issue. She has asked me to write up a 
summary of how to troubleshoot a boot problem with a 
mac and keep it on file, so I'll put a detailed 
explanation in the google drive folder. Quick summary:
Reset SMC, repair disk, run fsck -fy, reset nvram.

Went over with some more things to try but the office 
was closed and she wasn't there, sending email for 
availability.

I went over to try using fsck -fy and resetting PRAM to 
fix the issue but wasn't able to complete 
troubleshooting. I left a note saying we'd be back 
tomorrow

Imac desktop, when the power goes off (electricity
is lost) can not reboot itself up. It doesn't
start up bar goes about half way and stops.
Similar troubles with similar situations.
