Got the computer back. Reimaged it. 
Changed the battery from one of the PDR laptop as
the battery was also not good in this laptop.
Additional software is DS Control Point.

Doing windows update right now.

It's ready to go after this.

Good Morning,
 
The Laptop that is in our Patrol Car has an 
issue. It is freezing and won’t hold a charge. 
The number is 20091674[Edit Inv]. It has been removed 
from the vehicle and is at my desk. The officer 
on duty said he can run up to your office if
