Would there be a way to recover an InDesign 
file that was placed in the recycling bin after 
it was emptied?

I found some way to recover a file that was 
deleted from a FOLDER but this particular item 
was just on my desktop before deletion. 

I wouldn't normally bug anyone about this and 
instead start over but it was a design file 
that about 12 hours were sent on on Sunday.
