Thank you for that clarification.  This 
replacement program is for general funded 
departments.  The computer that you are replacing 
is an exempt machine, which means that the 
computer was a hand me down that was given to you.  
The way this program works is I charge your 
department and if it is a general fund account 
than I can reimburse you.  Please let me know the 
index at your earliest convenience.

Description: *1/4 GFA Replacing 20140229[Edit Inv]

I am showing that the computer that you are 
replacing was exempt from receiving a free GFA 
machine swap.

I also cannot find you in the directory?

As far as I can see.  This is replacing an EXEMPT 
from upgrading computer!  I do not think he is 
eligible for an upgrade.
