Checked on 20160551[Edit Inv] and it was working fine. 
Couldn't find any other machines stuck on a 
Dell menu as described.

So, when I tried logging in, it never got past the 
"setting up" page with my name. I know this is 
slower the first time on a machine, but this was 
15 minutes. If you come in here, there is another 
machine next to the center aisle, first row that 
is in some type of Dell menu, not working, but I 
don't have time to report more.
