We have tired the following; removed the battery and waited for 30 minutes, tried powering the laptop on without the battery, removing and re-seating the RAM, as well as the NVMe hard drive.

The laptop stops responding after displaying the Dell startup logo.  Pressing the F2 and F12 key will not bring up the BIOS setup or the boot load menu.  So we are unable to access the BIOS, the OS, or Diagnostics.
