Hours and hours and hours. 00:00:30.000 --> 00:00:35.000 And here I am, 40 years later, I am on stage and Ray Finnell is in the background doing tech. 00:00:35.000 --> 00:00:37.000 Nothing changes Ray! 00:00:37.000 --> 00:00:38.000 laughter 00:00:38.000 --> 00:00:42.000 I thought I was old coming back here and it was good to see you. 00:00:42.000 --> 00:00:46.000 laughter 00:00:46.000 --> 00:00:50.000 We spent a lot of late hours here 00:00:50.000 --> 00:00:54.000 And whatever Ray says I did, I deny. 00:00:54.000 --> 00:00:59.000 Anyway, Western Oregon University has been independent for 2 years. 00:00:59.000 --> 00:00:66.000 We've had the Board of Trustees for 3 years, and there's been a ton of work that has been accomplished in those few years. 00:01:06.000 --> 00:01:13.000 Dr. Fuller will speak more about this, I'm sure, during his speech but it's been a period of significant change 00:01:13.000 --> 00:01:17.000 We have new opportunities that come along with that signifiant change 00:01:17.000 --> 00:01:20.000 But we also have expanding challeges 00:01:20.000 --> 00:01:24.000 Most challenges come from a number of directions 00:01:24.000 --> 00:01:30.000 Some of them are very well intentioned, for a community college, what's wrong with that? But it impacts us. 00:01:30.000 --> 00:01:35.000 New universities in the central part of the state, what's wrong with that? But it impacts us. 00:01:35.000 --> 00:01:43.000 A lot of them aren't in our control. We have declining populations, declining graduation rates. 00:01:43.000 --> 00:01:52.000 We have a student populist that is finding it more difficult to afford higher education and the opportunities that I had. 00:01:52.000 --> 00:01:61.000 The freedom that I had, when I was here in the late 70s and the state supported three quarters of our cost of higher education, are not available. 00:02:01.000 --> 00:02:11.000 So we have a ton of challenges ahead of us, and it takes a lot of work to meet that challenge, to be focused and fund direction. 00:02:12.000 --> 00:02:20.000 And that's been the role of the Governing Board for the last 3 years, is to really help define who Western is and who Western will be. 00:02:20.000 --> 00:02:26.000 Our first couple of years were focused really on building the foundation for an independent university, 00:02:26.000 --> 00:02:31.000 and I am incredibly proud of the work that our Board of Trustees has done. 00:02:31.000 --> 00:02:36.000 During our first year, before the university became independent, we met more frequently than monthly. 00:02:36.000 --> 00:02:41.000 All of them volunteers, all of them giving up their own time and effort to define 00:02:41.000 --> 00:02:46.000 and try to establish the programs that will help the university function. 00:02:46.000 --> 00:02:54.000 Over the last year, we've really focused on setting the course for the university, driving a strategic vision for the university. 00:02:54.000 --> 00:02:59.000 Tasking Dr. Fuller with really looking at the long range version and coming back to the board 00:02:59.000 --> 00:02:66.000 And reporting what he thinks he can do and what we can hold him accountable for doing with this university. 00:03:06.000 --> 00:03:11.000 And now we emerge, really, on our third year of independence, Dr. Fuller's third year here. 00:03:11.000 --> 00:03:13.000 And to me, it's all about execution. 00:03:13.000 --> 00:03:19.000 Where are we gonna go? Let's not have a strategic plan that gathers dust on a bookshelf somewhere. 00:03:19.000 --> 00:03:24.000 Right? Let's not have a vision that doesn't go anywhere other than on paper. 00:03:24.000 --> 00:03:32.000 We really to link arm-in-arm, we need to work together, we need to focus on that. We need to identify what things we can accomplish and move forward. 00:03:32.000 --> 00:03:37.000 Meet these head winds, meet these various challenges that are before us. 00:03:37.000 --> 00:03:42.000 So in my mind, it's forward together. There are three bodies that have designated trustees on the board, the students, the staff and the faculty. 00:04:18.000 --> 00:04:23.000 The staff is represented by Marshall Gurthrie. For others it was years ago. 00:11:44.000 --> 00:11:48.000 In my own case it was just over two years ago. 00:11:48.000 --> 00:11:52.000 Were you drawn to Western because of the long tradition of student success? 00:11:52.000 --> 00:11:56.000 Because of the legacy Western has as a community of learners? 00:11:56.000 --> 00:11:62.000 Whatever your reason may have been, I am convinced that a primary driver for those of us in higher education 00:12:02.000 --> 00:12:04.000 and especially for those of us at Western 00:12:04.000 --> 00:12:08.000 is the desire to make a difference in the lives of our students and colleagues. 00:12:08.000 --> 00:12:11.000 Western is a special community. 00:12:11.000 --> 00:12:16.000 A community that is safe and welcoming of difference, and eager to discover truth and insight. 00:12:16.000 --> 00:12:20.000 This past year events have tested our resolve 00:12:20.000 --> 00:12:23.000 to maintain and nurture our sense of community. 00:12:23.000 --> 00:12:28.000 Western's commitment to diversity and respect. 00:12:28.000 --> 00:12:34.000 In response to these events Western has reaffirmed its commitment to the principles of diversity, inclusion, and community. 00:12:34.000 --> 00:12:36.000 applause 00:12:36.000 --> 00:12:38.000 Thank you. 00:12:38.000 --> 00:12:42.000 applause 00:12:42.000 --> 00:12:46.000 Moreover our faculty and staff and students worked with the City of Monmouth 00:12:46.000 --> 00:12:50.000 to proclaim Monmouth as an inclusive city that and I quote now: 00:12:50.000 --> 00:12:56.000 Embraces, celebrates, and welcomes all people without regard to race, ethnicity, religion 00:12:56.000 --> 00:12:61.000 socioeconomic status, age, sexual orientation, gender, 00:13:01.000 --> 00:13:05.000 gender identification, national origin or perceived national origin, 00:13:05.000 --> 00:13:09.000 immigrant and refugee status, veteran's status, or disability. 00:13:09.000 --> 00:13:14.000 That is what our City of Monmouth passed in resolution on April 4th 2017. 00:13:14.000 --> 00:13:16.000 Thank you. 00:13:16.000 --> 00:13:24.000 applause 00:13:26.000 --> 00:13:31.000 This resolution is a recognition by the city of the vitality of Western and the life of the larger community. 00:13:31.000 --> 00:13:35.000 And the role we have in preparing leaders for tomorrow. 00:13:35.000 --> 00:13:43.000 On September 5th the Trump administration announced the end of the Deferred Action for Childhood Arrivals program. DACA. 00:13:43.000 --> 00:13:50.000 As you know the DACA program has enabled scores of students to attend Western Oregon University. 00:13:50.000 --> 00:13:54.000 Many of these students have assumed leadership roles while on campus. 00:13:54.000 --> 00:13:59.000 And others have gone on to start their professional lives or attend graduate school. 00:13:59.000 --> 00:13:64.000 I believe this decision goes against our core values as a nation and a university. 00:14:04.000 --> 00:14:09.000 Western will vigorously deploy any strategy for advocacy at its disposal 00:14:09.000 --> 00:14:12.000 to protect our DACA students. 00:14:12.000 --> 00:14:25.000 applause 00:14:25.000 --> 00:14:28.000 We will uphold our values and champion our students 00:14:28.000 --> 00:14:31.000 particularly those who are vulnerable during these times. 00:14:31.000 --> 00:14:35.000 In this way Western will continue to see all of our students succeed academically 00:14:35.000 --> 00:14:38.000 and to assume leadership roles in society. 00:14:38.000 --> 00:14:44.000 Earlier this year I wrote: our nation is largely a nation of immigrants. 00:14:44.000 --> 00:14:46.000 And we are part of a global community of nations. 00:14:46.000 --> 00:14:52.000 The influx of people from all parts of the world has made the nation better in every measure. 00:14:52.000 --> 00:14:58.000 And we persevere in our commitment to continue the revitalization of our communities and our country. 00:15:00.000 --> 00:15:04.000 Moreover last year our campus mourned the loss of our student body leader. 00:15:04.000 --> 00:15:07.000 Our student body president, Alma Pacheco. 00:15:07.000 --> 00:15:11.000 Alma was a bright light in an increasingly chaotic world. 00:15:11.000 --> 00:15:16.000 Our community and campus are diminished by her death. 00:15:16.000 --> 00:15:22.000 And yet in that difficult time we came together as a community to celebrate her life 00:15:22.000 --> 00:15:25.000 and recommit ourselves to our core values 00:15:25.000 --> 00:15:29.000 in the goal of providing a community that supports the success of every student. 00:15:29.000 --> 00:15:35.000 Our sadness was tested and it tested our resolve and commitment to a core value for Western 00:15:35.000 --> 00:15:39.000 which is, supporting the inclusion of and respect for 00:15:39.000 --> 00:15:43.000 and appreciation of all communities of students, faculty, and staff. 00:15:43.000 --> 00:15:49.000 Alma's not with us but she would be proud of the stance we have taken since her untimely passing. 00:15:49.000 --> 00:15:51.000 And we will continue this work. 00:15:51.000 --> 00:15:56.000 Further, in August this year the nation was shocked by the horrific and tragic confrontation 00:15:56.000 --> 00:15:60.000 between white supremacist groups and protestors in Virginia. 00:16:00.000 --> 00:16:04.000 This incident was an assault on ideals 00:16:04.000 --> 00:16:10.000 in a democratic and civil and free society, of the values we have developed over decades as a university. 00:16:10.000 --> 00:16:12.000 In the face of this heartbreaking incident 00:16:12.000 --> 00:16:18.000 I want to reaffirm the academic freedom, democracy, civility, and inclusion 00:16:18.000 --> 00:16:22.000 are Western Oregon's guiding principles going forward. 00:16:22.000 --> 00:16:25.000 Western's slogan, together we succeed, 00:16:25.000 --> 00:16:28.000 is a North Star that guides our every move, 00:16:28.000 --> 00:16:31.000 our every action, and our every dialogue. 00:16:31.000 --> 00:16:37.000 Moreover the role of state colleges and universities has never been more important in today's society. 00:16:37.000 --> 00:16:41.000 The roots of public education and public higher education are intertwined 00:16:41.000 --> 00:16:45.000 with the rise of the common school and the normal school movement in the early 1800s. 00:16:45.000 --> 00:16:52.000 Horace Mann is credited with a leading role in developing the case for public education in Massachusetts. 00:16:52.000 --> 00:16:55.000 He identified six principles for public education. 00:16:55.000 --> 00:16:60.000 They are: citizens cannot maintain both ignorance and freedom. 00:17:00.000 --> 00:17:06.000 Education should be payed for, controlled, and maintained by the public. 00:17:06.000 --> 00:17:12.000 Education should be provided in schools that embrace children from varying backgrounds. 00:17:12.000 --> 00:17:14.000 Education must be nonsectarian. 00:17:14.000 --> 00:17:18.000 Education must be taught using the tenets of a free society. 00:17:18.000 --> 00:17:23.000 And education must be provided by well-trained professional teachers. 00:17:23.000 --> 00:17:27.000 These principles formed the basis for the nation to develop a large network 00:17:27.000 --> 00:17:32.000 of normal schools that prepared teachers for positions in public education. 00:17:32.000 --> 00:17:36.000 It was in this era that Western Oregon University was created in 1856. 00:17:36.000 --> 00:17:40.000 With a commitment to prepare teachers for the Oregon Territory. 00:17:40.000 --> 00:17:46.000 Yes, Western Oregon University preceded statehood in 1856. 00:17:46.000 --> 00:17:49.000 Today Western is much more than a normal school. 00:17:49.000 --> 00:17:52.000 It's a public, regional, comprehensive university. 00:17:52.000 --> 00:17:57.000 We have developed academic and co-curricular programs that respond to the needs of society in the state of Oregon. 00:17:57.000 --> 00:17:61.000 And throughout our history Western's been known for developing innovative programs 00:18:01.000 --> 00:18:04.000 that foster a cohesive caring community of learners. 00:18:04.000 --> 00:18:08.000 So as we anticipate classes next week 00:18:08.000 --> 00:18:12.000 know that Western remains steadfast in its mission 00:18:12.000 --> 00:18:16.000 to provide an inclusive, supportive, and accessible learning environment 00:18:16.000 --> 00:18:20.000 that provides a transformative educational experience for each of our students. 00:18:22.000 --> 00:18:30.000 applause 00:18:30.000 --> 00:18:34.000 So lets take a moment to reflect on the incoming class of 2021. 00:18:34.000 --> 00:18:37.000 And what was accomplished in 2016-17. 00:18:37.000 --> 00:18:40.000 The year in review if you will. 00:18:40.000 --> 00:18:44.000 The graduating class in 2017 totaled 1668 students 00:18:44.000 --> 00:18:46.000 with just over 1000 attending commencement. 00:18:46.000 --> 00:18:53.000 Our largest commencement ever. 86 of those students received a bachelor's degree. 14 received a master's degree. 00:18:53.000 --> 00:18:60.000 Those graduates represented 33 of 36 counties in Oregon, 24 states from Alaska to Florida 00:19:00.000 --> 00:19:03.000 and the US territory of Puerto Rico. 00:19:03.000 --> 00:19:07.000 And eight nations, with our largest number of students from China and Saudi Arabia. 00:19:07.000 --> 00:19:11.000 Representative Betty Comp who is also a Board of Trustees member, 00:19:11.000 --> 00:19:16.000 was alumna of the year for her work in her career as a legislator. 00:19:17.000 --> 00:19:21.000 We also completed the strategic plan Forward Together 2017-23. 00:19:21.000 --> 00:19:24.000 And we revised our university mission statement. 00:19:24.000 --> 00:19:28.000 I'd like to take this moment and ask all the members of the planning committee 00:19:28.000 --> 00:19:32.000 the 25 people who joined with me to work on this project from April to December 00:19:32.000 --> 00:19:35.000 to stand and be recognized for a moment of you together 00:20:20.000 --> 00:20:25.000 To reflect on the questions that were raised in the 7-year review in April of 2017 00:20:25.000 --> 00:20:28.000 So I'd like to thank her for her efforts on that regard as well. 00:20:28.000 --> 00:20:36.000 applause 00:20:36.000 --> 00:20:42.000 Also looking back at 2016-2017, we opened the Richard E Woodcock Education Center. 00:20:42.000 --> 00:20:48.000 I know the new space has been a welcome addition to campus for the College of Education faculty, staff and students 00:20:48.000 --> 00:20:54.000 The Pastega room has been used by many groups, including our Alumni association and our planning committee for town hall meetings. 00:20:54.000 --> 00:20:57.000 It's truly a wonderful gathering space in that building. 00:20:57.000 --> 00:20:61.000 This year we will renovate the Natural Science Building 00:21:01.000 --> 00:21:06.000 This project will begin in January 2018 with a completion date of December 2018 00:21:06.000 --> 00:21:13.000 I want to acknowledge Dr. Steve Taylor for his leadership on the project and his colleagues who participated in developing the project scope. 00:21:13.000 --> 00:21:16.000 I think Dr. Really. 00:34:36.000 --> 00:34:41.000 They are the first generation for whom a phone has been primarily a video game, 00:34:41.000 --> 00:34:46.000 direction finder, electronic telegraph, and the research library. 00:34:48.000 --> 00:34:53.000 Electronic signatures have always been as legally binding as the pen and paper kind. 00:34:54.000 --> 00:34:60.000 In college they will think of themselves as consumers who borrowed a lot of money to be here. 00:35:00.000 --> 00:35:03.000 The Panama Canal has always belonged to Panama. 00:35:03.000 --> 00:35:06.000 And Macau has always been part of China. 00:35:06.000 --> 00:35:07.000 And Macau has always been part of China. 00:35:07.000 --> 00:35:08.000 And finally 00:35:08.000 --> 00:35:13.000 it's doubtful they've ever used or heard the high-pitched whine of a dial-up modem. 00:35:13.000 --> 00:35:16.000 laughter 00:35:18.000 --> 00:35:19.000 So as we start the year 00:35:19.000 --> 00:35:23.000 it's always good to put a bit of reflection on the group that we have coming to us 00:35:23.000 --> 00:35:25.000 as bright and eager learners. 00:35:25.000 --> 00:35:30.000 But I'm always impressed with that list. I encourage you to see the rest of the list online somewhere. 00:35:31.000 --> 00:35:35.000 Our enrollment projections for fall show that overall enrollment will be down about three percent. 00:35:35.000 --> 00:35:39.000 We planned for a range of zero to five percent negative. 00:35:39.000 --> 00:35:44.000 And we'll be in the middle of that with about a three percent decline in enrollment as of the data today. 00:35:44.000 --> 00:35:45.000 This is due to a couple factors. 00:35:45.000 --> 00:35:48.000 Most importantly a smaller freshman class. 00:35:48.000 --> 00:35:52.000 And the greatest decrease in our Oregon residents is among that group. 00:35:52.000 --> 00:35:55.000 A decrease of about 100 students compared to last year. 00:35:55.000 --> 00:35:60.000 Oregonians will see comprise about 80 percent of our students. 00:36:00.000 --> 00:36:04.000 And yet on a positive note we also have an increase in enrollment from other states 00:36:04.000 --> 00:36:07.000 that increased by five percent over last year. 00:36:07.000 --> 00:36:12.000 These include our nearby states of California, Washington, Hawaii. 00:36:12.000 --> 00:36:15.000 But also states in generally the Western US. 00:36:15.000 --> 00:36:18.000 As we look to the demographics of Oregon over the next six years 00:36:18.000 --> 00:36:22.000 high school graduates will remain at or near 36,000. 00:36:22.000 --> 00:36:26.000 And as Chair Baumgartner indicated, we have headwinds related to Oregon Promise 00:36:26.000 --> 00:36:32.000 or OSU Cascades and the ability for students to afford universities in general. 00:36:32.000 --> 00:36:37.000 But within that number of 36,000 the fastest growing segment will be Hispanics. 00:36:37.000 --> 00:36:45.000 By 2027 ten years from now, Hispanics will represent 25 percent of all high school graduates in Oregon. 00:36:45.000 --> 00:36:50.000 At Western enrollment of Hispanic students will exceed 15 percent of our total enrollment this fall. 00:36:50.000 --> 00:36:56.000 And Hispanics represented nearly 20 percent of our incoming freshman class again this year. 00:36:56.000 --> 00:36:61.000 So closing the educational attainment gap for Hispanics is vital to our nation's future. 00:37:01.000 --> 00:37:04.000 It's also vital to Western's future. 00:37:05.000 --> 00:37:11.000 I'm pleased to report that we will be the permanent host for the Cesar Chavez Leadership Conference each spring. 00:37:11.000 --> 00:37:14.000 Which brings about 2000 high school students to campus 00:37:14.000 --> 00:37:18.000 and my hope is that we will continue to use that as a way to nurture them and encourage them 00:37:18.000 --> 00:37:23.000 to go to college to number one, but secondly come to Western as their place and destination 00:37:23.000 --> 00:37:27.000 to be successful as they envision their future. 00:37:27.000 --> 00:37:32.000 On another positive note transfers at Western have increased this year. 00:37:32.000 --> 00:37:37.000 I've talked about the programs that we've begun in previous years and we're now seeing the fruits of that labor. 00:37:37.000 --> 00:37:41.000 But going forward the legislature passed House Bill 2998. 00:37:41.000 --> 00:37:45.000 Which will lead a task force that is expected to report to the legislature in spring of next year. 00:37:45.000 --> 00:37:48.000 Among the requirements 00:37:48.000 --> 00:37:51.000 are an expectation that 30 credits of general education credit 00:37:51.000 --> 00:37:54.000 transfers from among all the Oregon institutions. 00:37:54.000 --> 00:37:61.000 That task force is being organized now by HECC and it will include five faculty from the public four-year institutions 00:38:01.000 --> 00:38:04.000 and my hope is Western will have a seat at that table. 00:38:06.000 --> 00:38:12.000 Even with increases in transfers, overall enrollment will be down between three and five percent as I mentioned earlier. 00:38:12.000 --> 00:38:16.000 This means we must continue our efforts to improve retention and graduation rates. 00:38:16.000 --> 00:38:20.000 So in addition to drawing transfers we want to see more of our students be successful 00:38:20.000 --> 00:38:24.000 continue through the pathways and graduate on time. 00:38:24.000 --> 00:38:26.000 If we do that we can actually see enrollment increase 00:38:26.000 --> 00:38:30.000 year to year from freshman to sophomore, sophomore to junior, and so on. 00:38:30.000 --> 00:38:34.000 Bu we also must explore ways to serve new markets for degree seeking students. 00:38:34.000 --> 00:38:37.000 at both the undergraduate and graduate level. 00:38:37.000 --> 00:38:40.000 We must continue our efforts provide effective pathways. 00:38:40.000 --> 00:38:44.000 I'll return to this topic a little bit later in my comments. 00:38:44.000 --> 00:38:50.000 We just finished the legislative session for the biennial budget and on the capitol front I want to give you a good news update. 00:38:50.000 --> 00:38:56.000 And last year we were seeking funding to remodel the Oregon Military Academy. 00:38:56.000 --> 00:38:60.000 I'm pleased to report that Western Oregon received 7.7 million 00:39:00.000 --> 00:39:04.000 toward the cost of 8.3 million for this project. 00:39:04.000 --> 00:39:08.000 And we now are the owners of the Oregon Military Academy as of last week. 00:39:08.000 --> 00:39:15.000 applause 00:39:15.000 --> 00:39:20.000 This fall we'll hire a consultant who will meet with us to discuss the best use of the space. 00:39:20.000 --> 00:39:24.000 The building affords the campus a unique opportunity. 00:39:24.000 --> 00:39:28.000 To provide conferences focused on such things as first generation enrollments, 00:39:28.000 --> 00:39:30.000 and graduate certificate programs. 00:39:30.000 --> 00:39:34.000 The lower floor of the building is likely to house admissions and financial aid. 00:39:34.000 --> 00:39:40.000 As well as classroom space to allow families to apply for financial aid in a one stop shop environment. 00:39:40.000 --> 00:39:44.000 The second floor is envisioned as a combination of living and learning spaces 00:39:44.000 --> 00:39:47.000 to host groups and or individuals on campus. 00:39:47.000 --> 00:39:50.000 It currently is the barracks for the Oregon Military Academy. 00:39:50.000 --> 00:39:56.000 And has housing spaces that can be retrofitted distributed to universities 00:41:12.000 --> 00:41:16.000 based upon the Higher Ed Coordinating Commission funding formula. 00:41:16.000 --> 00:41:19.000 And that formula includes a portion of funding viable partners in their communities of choice. 00:41:52.000 --> 00:41:56.000 This move toward greater emphasis on degree completion is intentional. 00:41:56.000 --> 00:41:59.000 And stresses the advantage 00:42:06.000 --> 00:42:09.000 in promoting a campus where student success is a core value. 00:42:09.000 --> 00:42:15.000 And I want to encourage all of us to participate in ways in which we can see our students be that much more successful. 00:42:17.000 --> 00:42:20.000 The American Associations of State Colleges and Universities, AASCU 00:42:20.000 --> 00:42:24.000 has identified affordability as one of the top ten issues 00:42:24.000 --> 00:42:26.000 in higher education throughout the nation. 00:42:26.000 --> 00:42:30.000 When setting tuition, Western places great emphasis on affordability. 00:42:30.000 --> 00:42:36.000 This year the Western Board of Trustees approved a budget with an increase in tuition 00:42:36.000 --> 00:42:41.000 of 6.5 percent to reflect the increased funding we received through the legislative process. 00:42:41.000 --> 00:42:48.000 With this increase Western's resident undergraduate tuition remains among the lowest rates in Oreon. 00:42:48.000 --> 00:42:51.000 Moreover the budget note will limit tuition in 2018-19 00:42:51.000 --> 00:42:55.000 to no more than five percent for all Oregon public universities. 00:42:55.000 --> 00:42:60.000 The future of increased funding for Western really relies on our ability to improve outcomes. 00:43:00.000 --> 00:43:06.000 And student succes is essential and instrumental in that process. 00:43:06.000 --> 00:43:11.000 So going forward I want to remind us that we must be mindful of the overall cost of attendance 00:43:11.000 --> 00:43:14.000 to ensure that Western remains affordable for Oregon families. 00:43:14.000 --> 00:43:20.000 On metric that we track is tuition and the cost of attendance in relation to median household income. 00:43:20.000 --> 00:43:24.000 Western continues to provide alternatives such as the Western Promise 00:43:24.000 --> 00:43:28.000 for those students and families that prefer to lock in tuition for a four-year period. 00:43:28.000 --> 00:43:31.000 As you can see Western's had a long tradition 00:43:31.000 --> 00:43:35.000 of innovative programs trying to make sure that Western is affordable. 00:43:35.000 --> 00:43:37.000 And I want to say again as I've said other times before 00:43:37.000 --> 00:43:43.000 access to higher education without affordability is not opportunity. 00:43:45.000 --> 00:43:48.000 In a few weeks we will have our final enrollment numbers and this will label Western 00:43:48.000 --> 00:43:52.000 to determine the extent to which we have a structural deficit. 00:43:52.000 --> 00:43:55.000 As we finished 2016-17, budget unit heads 00:43:55.000 --> 00:43:59.000 submitted their requests and reduction scenarios 00:43:59.000 --> 00:43:62.000 that were vetted by the university budget committee. 00:44:02.000 --> 00:44:06.000 The alternatives totaled nearly 3.5 million dollars. 00:44:06.000 --> 00:44:10.000 The UBC considered these proposals in light of the strategic plan 00:44:10.000 --> 00:44:14.000 with a goal of ensuring continued progress toward degree completion for our students 00:44:14.000 --> 00:44:17.000 as well as other aspects of the plan. 00:44:17.000 --> 00:44:19.000 Following these deliberations and review 00:44:19.000 --> 00:44:25.000 the UBC identified 18 proposals as tier one that totaled about 3 million dollars. 00:44:25.000 --> 00:44:30.000 These proposals will remain under review as we enter the 2017-18 academic year. 00:44:30.000 --> 00:44:36.000 Going forward for the balance of this year we'll use a portion of our reserves in the current year. 00:44:36.000 --> At this point we're projecting a deficit of about two million dollars. 00:44:59.000 --> 00:44:64.000 The final number will be determined by enrollments and the mix of students who enroll here. next academic year and fiscal year. 00:45:31.000 --> 00:45:35.000 With more than 85 percent of our expenditures devoted to personnel costs 00:45:35.000 --> 00:45:38.000 it's important that we have settled our collective bargaining agreements. 00:45:38.000 --> 00:45:41.000 And i pleased the University and faculty union 00:45:41.000 --> 00:45:44.000 have reached a three year agreement that provides the following features. 00:45:44.000 --> 00:45:48.000 A two percent increase in salary for this year, 00:45:48.000 --> 00:45:50.000 with economic re-openers in the subsequent two years, 00:45:50.000 --> 00:45:54.000 the creation of a labor management committee to discuss contract issues, 00:45:54.000 --> 00:45:58.000 and help identify issues for subsequent bargaining sessions, 00:45:58.000 --> 00:45:61.000 improved job security for our long term NTTs, 00:46:01.000 --> 00:46:04.000 automatic extension of the probationary period or tenure clock 00:46:04.000 --> 00:46:10.000 for tenure track faculty who become a parent through birth or adoption during their probationary period, 00:46:10.000 --> 00:46:16.000 and finally improved processes to handle overloads and ensure faculty teaching loads are congruent with the contract. 00:46:16.000 --> 00:46:20.000 I'm optimistic that the new labor management committee 00:46:20.000 --> 00:46:23.000 will provide a forum to identify key issues of mutual interest. 00:46:23.000 --> 00:46:27.000 Additionally the committee will provide a way to clarify existing aspects 00:46:27.000 --> 00:46:30.000 of the contract during its administration and implementation. 00:46:30.000 --> 00:46:35.000 I'm also pleased that the seven public universities reached an agreement with SEIU. 00:46:35.000 --> 00:46:37.000 This contract provides the following: 00:46:37.000 --> 00:46:39.000 steps in both years of the agreement, 00:46:39.000 --> 00:46:43.000 a one percent COLA beginning October 1st of this year, 00:46:43.000 --> 00:46:46.000 and a one percent COLA in July of next year. 00:46:46.000 --> 00:46:51.000 On that basis we will then begin to work with our enrollment numbers 00:46:51.000 --> 00:46:54.000 to identify targets that will begin the planning process 00:46:54.000 --> 00:46:56.000 that as I said earlier will lead us to decisions 00:46:56.000 --> 00:46:61.000 that will put the University on firm fiscal 00:47:55.000 This work will continue and we'll be drawing that group together on October 6th to finalize the goals for each area. 00:47:55.000 --> 00:47:58.000 It is my hope that we will have three the strategic plan will also lead us to create a university counsel. 00:48:09.000 --> 00:48:12.000 The counsel will consist of a broad cross-section of the university 00:48:12.000 --> 00:48:17.000 and its primary purpose will be to assess the extent to which Western is fulfilling its mission. 00:48:17.000 --> 00:48:19.000 The university counsel 00:48:19.000 --> 00:48:24.000 will be responsible for determining the degree to which the university in engaged in comprehensive, 00:48:24.000 --> 00:48:28.000 ongoing, systematic assessment of its work that leads to mission fulfillment. 00:48:28.000 --> 00:48:32.000 The counsel will also be crucial 00:48:32.000 --> 00:48:36.000 in our ongoing effort to meet Northwest accreditation in the next seven year cycle. 00:48:37.000 --> 00:48:42.000 Western will also need to restructure its efforts with regard to information technology. 00:48:42.000 --> 00:48:46.000 This issue was cited as a concern in the last accreditation review. 00:48:46.000 --> 00:48:49.000 And Adel Schepige and Bill Kernan have led discussions that have identified 00:48:49.000 --> 00:48:53.000 a new direction for planning and oversight of information technology. 00:48:53.000 --> 00:48:56.000 The charge for the University Technology Committee 00:48:56.000 --> 00:48:58.000 will be finalized in the coming weeks. 00:48:58.000 --> 00:48:61.000 But it will likely include such things as: 00:49:01.000 --> 00:49:06.000 developing and submitting recommendations related to the use of technology for teaching, learning, and research, 00:49:06.000 --> 00:49:11.000 as well as the committee will provide recommendations to develop IT standards for new building spaces 00:49:11.000 --> 00:49:16.000 and renovation projects, and also the replacement of IT equipment. 00:49:16.000 --> 00:49:18.000 The committee will also be expected to to develop policies 00:49:18.000 --> 00:49:21.000 related to the academic use of technology as well. 00:49:21.000 --> 00:49:26.000 These two committees along with the University Budget Committee will help the University 00:49:26.000 --> 00:49:29.000 engage in a more transparent, integrative system of governance. 00:49:29.000 --> 00:49:33.000 One of the charges given to me when I was hired as president two years ago. 00:49:33.000 --> 00:49:37.000 In late spring we created the budget committee as you know. 00:49:37.000 --> 00:49:40.000 And it was actively engaged in those budget discussions. 00:49:40.000 --> 00:49:45.000 In moving into 2017 the budget committee will fully participate in the budget process. 00:49:45.000 --> 00:49:48.000 As we seek to balance the budget as I've described earlier. 00:49:48.000 --> 00:49:53.000 Additionally it's time for Western to refresh its master plan 00:49:53.000 --> 00:49:56.000 on campus with regard to facilities. 00:49:56.000 --> 00:49:60.000 This year we will hire an external consultant to engage in the process by which we will re-evaluate 00:50:00.000 --> 00:50:04.000 space and facility needs of the campus going forward. 00:50:04.000 --> 00:50:08.000 Our last master plan which went up to 2011 00:50:08.000 --> 00:50:10.000 used enrollment forecasts that have not been realized. 00:50:10.000 --> 00:50:17.000 So now we need to calibrate our space and facility needs with our new realities around enrollment. 00:50:17.000 --> 00:50:20.000 The plan will also need to be responsive to the changing needs of learners 00:50:20.000 --> 00:50:23.000 as we engage new markets and new students. 00:50:23.000 --> 00:50:29.000 By way of example the old college of education building will remain vacant again this year. 00:50:29.000 --> 00:50:31.000 With its location near the center of campus 00:50:31.000 --> 00:50:34.000 we need to identify the best long term use for that space. 00:50:34.000 --> 00:50:40.000 One idea that is worthy of consideration relates to our commitment to student success. 00:50:40.000 --> 00:50:44.000 What if we imagine a student success center? 00:50:44.000 --> 00:50:49.000 The center would be a place where all students would gather to improve their academic performance. 00:50:49.000 --> 00:50:53.000 The center might house academic advising, the Student Enrichment Program, 00:50:53.000 --> 00:50:58.000 TRIO, the Math Center, the Writing Center, the Honors Program, the Veterans Center. 00:50:58.000 --> 00:50:60.000 You can see the list goes on. 00:51:00.000 --> 00:51:06.000 In such a space students could receive support from faculty and staff, as well as student peer tutors. 00:51:06.000 --> 00:51:09.000 And by providing such an integrative set of services 00:51:09.000 --> 00:51:14.000 I'm confident that retention and graduation rates will improve and increase 00:51:14.000 --> 00:51:17.000 because our students will be drawn together in ways that are in their best interests 00:51:17.000 --> 00:51:21.000 but also allow them to get the support they need to be successful academically. 00:51:21.000 --> 00:51:27.000 And finally the space should include open space for collaboration and learning for all of our students. 00:51:27.000 --> 00:51:32.000 Not just a place where students receive help in courses where they're struggling. 00:51:32.000 --> 00:51:37.000 A final aspect of the plan going forward is the enrollment management plan. 00:51:37.000 --> 00:51:41.000 this is necessary in order for us to have sustainable enrollments going forward. 00:51:41.000 --> 00:51:45.000 The most important aspect of enrollment management will be the identification of new markets 00:51:45.000 --> 00:51:50.000 new degree programs and new or enhanced degree pathways. 00:51:50.000 --> 00:51:53.000 As an example Oregon has over 500,000 people 00:51:53.000 --> 00:51:57.000 with some college credit but no college degree. 00:51:57.000 --> 00:51:62.000 Western could partner with Chemeketa Community College to provide a pathway to a bachelor's degree 00:52:02.000 --> 00:52:06.000 for these individuals at Chemeketa's downtown center in Salem. 00:52:06.000 --> 00:52:09.000 The program could be a cohort based model. 00:52:09.000 --> 00:52:12.000 That provides a mix of face to face and distance education. 00:52:12.000 --> 00:52:14.000 And the program might be designed 00:52:14.000 --> 00:52:19.000 to be offered year round with additional teaching opportunities for faculty in the summer. 00:52:19.000 --> 00:52:24.000 These are examples of the kind of innovative thinking we need to engage in and involve faculty-designed programs 00:52:24.000 --> 00:52:27.000 that will then attract students back to the university 00:52:27.000 --> 00:52:32.000 in order for them to fulfill their vision of their future. 00:52:32.000 --> 00:52:37.000 At the graduate level a study Stamats market research in 2016 00:52:37.000 --> 00:52:40.000 identified the following graduate programs for Western to consider: 00:52:40.000 --> 00:52:43.000 an MS in exercise science, 00:52:43.000 --> 00:52:48.000 a doctor of physical therapy, and a master's in organizational leadership. 00:52:48.000 --> 00:52:53.000 The exercise science program could be developed as a foundation for building capacity for a doctoral program. 00:52:53.000 --> 00:52:60.000 In its review of the organizational leadership programs, Stamats identified our proximity to the state capitol 00:53:00.000 --> 00:53:02.000 as a major competitive advantage. 00:53:02.000 --> 00:53:05.000 There may be other programs related to the work of the state capitol that we should consider 00:53:05.000 --> 00:53:08.000 at the undergraduate and graduate levels as well. 00:53:08.000 --> 00:53:15.000 There's no doubt that Western needs to explore additional graduate programs to diversify our graduate array. 00:53:15.000 --> 00:53:17.000 And additionally our proximity to the state capitol 00:53:17.000 --> 00:53:22.000 should afford Western some undergraduate program opportunities that provide a competitive advantage 00:53:22.000 --> 00:53:25.000 and opportunity for new markets in enrollment growth. 00:53:25.000 --> 00:53:32.000 I say these things not to be prescriptive but to say these are examples that need to be identified and impressed since I've been here about the number of people who reach other ways to find out how students are doing 00:54:49.000 --> 00:54:53.000 and provide that mental relationship, that positive
