That's what's happening a lot in our media. 00:00:46.000 --> 00:00:49.000 That's what gets the most media attention. 00:00:49.000 --> 00:00:55.000 But somebody can come in with an edged weapon, they have a knife 00:00:55.000 --> 00:00:58.000 or the terrorists right now a popular thing they're doing is taking a motor vehicle 00:00:58.000 --> 00:00:61.000 and running it into a large group of people, right? 00:01:01.000 --> 00:01:05.000 All my examples, everything we're going to talk about today, is active shooter 00:01:05.000 --> 00:01:09.000 but don't get tunnel vision. Be thinking about all these other options as well. 00:01:09.000 --> 00:01:13.000 We're going to talk about lockdown, what we know it as and what we need to do to change. 00:01:13.000 --> 00:01:16.000 Law enforcement's response to these incidents. 00:01:16.000 --> 00:01:19.000 Faculty, staff, and student response. 00:01:19.000 --> 00:01:24.000 What it has been and we need to do to change it, and then ALICE. 00:01:24.000 --> 00:01:29.000 So why do we do these different drills? Particularly I'm talking our K to 12 schools. 00:01:29.000 --> 00:01:33.000 Fire drills, earthquake, tornado, why do we do them? 00:01:33.000 --> 00:01:38.000 To have awareness, to be ready, to know what we're going to do in case one of these things happens right? 00:01:38.000 --> 00:01:43.000 How often do we do fire drills in our K to 12 schools? Monthly, right? 00:01:43.000 --> 00:01:48.000 Earthquake drills. Typically I think they'll do them monthly or every two, three months. 00:01:48.000 --> 00:01:52.000 I don't think there's really a set standard. There might be. I could be wrong about that. 00:01:52.000 --> 00:01:56.000 Tornadoes, tsunami drills. Anybody ever done a tsunami drill? 00:01:56.000 --> 00:01:58.000 Yeah, right on. I grew up on the coast too. 00:01:58.000 --> 00:01:62.000 OK, don't follow me in a tornado. I've never been in a tornado drill. I don't know what to do. 00:02:02.000 --> 00:02:08.000 And then lockdown drills. How often are we doing lockdown drills in our K to 12 schools? 00:02:09.000 --> 00:02:14.000 There's no standard. Some schools I've heard are doing them about every three months. 00:02:14.000 --> 00:02:17.000 And then a lot of schools don't do them at all, OK? 00:02:17.000 --> 00:02:21.000 So I want to talk about fire drills for a minute here. 00:02:21.000 --> 00:02:24.000 We do them every month in our K to 12 schools 00:02:24.000 --> 00:02:27.000 and here are some ways that we protect ourselves from fire. 00:02:27.000 --> 00:02:32.000 We have maximum occupancy for buildings, exit signs, 00:02:32.000 --> 00:02:37.000 we have carpet, the sheetrock, the ceiling tiles, everything we use to build our public buildings 00:02:37.000 --> 00:02:40.000 has to meet a certain fire code or a fire rating. 00:02:40.000 --> 00:02:47.000 We have fire extinguishers placed strategically all over in our buildings. They have to be checked monthly. 00:02:47.000 --> 00:02:50.000 They have to be serviced every six years. 00:02:50.000 --> 00:02:54.000 Does anybody know what this big thing is here? 00:02:54.000 --> 00:02:60.000 Everyone one of our major buildings that has a fire sprinkler system has something very similar to this. 00:03:00.000 --> 00:03:04.000 This controls these, OK? 00:03:04.000 --> 00:03:08.000 So it looks very complex and expensive and it is. 00:03:08.000 --> 00:03:12.000 These are all different ways that we protect ourselves and our kids from fire. 00:03:12.000 --> 00:03:17.000 Does anybody know the last time in the United States 00:03:17.000 --> 00:03:20.000 there was a death in a K to 12 school due to a fire? 00:03:20.000 --> 00:03:23.000 A lot of people think it was in the last 10 years. 00:03:23.000 --> 00:03:28.000 Well 1956 was the last time in the United States 00:03:28.000 --> 00:03:33.000 when a student, faculty, staff, or guest died in a K to 12 school due to a fire. 00:03:33.000 --> 00:03:36.000 OK? Let's look at shootings. 00:03:36.000 --> 00:03:40.000 In this top paragraph here I just have where there's five or more deaths. 00:03:40.000 --> 00:03:44.000 In Marysville, WA, '14. There was five killed. 00:03:44.000 --> 00:03:49.000 Sandy Hook in 2012, 27 killed. We all remember that. It was substantial. 00:03:49.000 --> 00:03:53.000 Virginia Tech in 2007 there was 33. 00:03:53.000 --> 00:03:59.000 And then the bottom paragraph here is specifically in Oregon since '98. 00:03:59.000 --> 00:03:61.000 Two dead, 23 injured, Springfield. 00:04:01.000 --> 00:04:08.000 Roseburg in '06 there was one. And in 2015, Umpqua Community College we had 10. 00:04:08.000 --> 00:04:15.000 Right? So why aren't we protecting ourselves and our kids from what's actually killing us and what the bigger threat is, OK? 00:04:15.000 --> 00:04:20.000 And to make note, what all happened yesterday morning in Kentucky? 00:04:20.000 --> 00:04:22.000 We had two more students killed, right? 00:04:22.000 --> 00:04:26.000 So be aware of this, understand it. 00:04:26.000 --> 00:04:31.000 I'm not saying we shouldn't put time, effort, and energy towards protecting ourselves from fire. 00:04:31.000 --> 00:04:33.000 That's not what I'm saying at all. 00:04:33.000 --> 00:04:38.000 But we need to make sure that we're protecting ourselves from what's actually killing us and killing our kids. 00:04:38.000 --> 00:04:41.000 So what is lockdown? 00:04:41.000 --> 00:04:44.000 Did anybody do lockdown in your high school? 00:04:44.000 --> 00:04:47.000 And what'd you do? Did you do drills? 00:04:47.000 --> 00:04:52.000 She was talking about how she was huddled in a corner 00:04:52.000 --> 00:04:56.000 and then something that a lot of schools don't do is they were having them prepare to counter. 00:04:56.000 --> 00:04:59.000 They were going to throw items at the individual coming into the room. That's good. 00:04:59.000 --> 00:04:64.000 Does anybody know where a lockdown comes from? A lot of people think it's the prisons. 00:05:04.000 --> 00:05:08.000 It's actually 1970s Los Angeles. 00:05:08.000 --> 00:05:12.000 The gang warfare. Gangs started shooting at each other outside of these schools. 00:05:12.000 --> 00:05:16.000 In order to protect the students, faculty, and staff inside the buildings 00:05:16.000 --> 00:05:23.000 the schools developed this plan. Let's lock the exterior of the building 00:05:23.000 --> 00:05:26.000 get the kids away from the doors and windows to protect them from stray bullets 00:05:26.000 --> 00:05:30.000 and wait for the police to show up to take care of what was going on outside. 00:05:30.000 --> 00:05:31.000 Makes perfect sense, right? 00:05:31.000 --> 00:05:37.000 It was a good response plan so that spread across the nation as what to do when there's firearms around schools. 00:05:37.000 --> 00:05:43.000 The problem is those firearms started coming into the schools and the schools actually started being targeted and attacked 00:05:43.000 --> 00:05:47.000 and we never changed our tactics. We never changed what we were doing. 00:05:47.000 --> 00:05:49.000 We stayed with this lockdown. 00:05:49.000 --> 00:05:53.000 Now understand lockdowns are a really good starting point, OK? 00:05:53.000 --> 00:05:58.000 I'm not saying that it shouldn't be an option but it can't be our only option and here's why. 00:05:58.000 --> 00:05:61.000 Police response time these are national averages. 00:06:01.000 --> 00:06:06.000 You look at Monmouth Police Department they're gonna be about right here where these times are. 00:06:06.000 --> 00:06:11.000 The average emergency goes on for three to five minutes before somebody calls 911. 00:06:11.000 --> 00:06:13.000 Does anybody want to take a guess at why that is? 00:06:13.000 --> 00:06:19.000 That's exactly it. You're in shock and you don't think rationally to make that phone call. 00:06:19.000 --> 00:06:24.000 Because our bodies are designed for back when we lived in caves 00:06:24.000 --> 00:06:28.000 and my threat was from a big kitty, right? 00:06:28.000 --> 00:06:32.000 So I'd be walking down the trail, a big cat jumps out in front of me. 00:06:32.000 --> 00:06:35.000 I don't have to think call 911 to get somebody there to help me. 00:06:35.000 --> 00:06:38.000 I have to either hit hard or run fast, right? 00:06:38.000 --> 00:06:41.000 So your mind goes into survival. 00:06:41.000 --> 00:06:45.000 When the emergency occurs your frontal lobe shuts down. 00:06:45.000 --> 00:06:50.000 The way it was explained to me is that at that point you're thinking with the intelligence level of a smart dog. 00:06:50.000 --> 00:06:56.000 So your frontal lobe shuts down. You're thinking with the mid-brain that survival portion of your brain. 00:06:56.000 --> 00:06:62.000 And it takes about three to five minutes before somebody ends up thinking hey we should call 911. 00:07:02.000 --> 00:07:04.000 So that call goes into 911 00:07:04.000 --> 00:07:09.000 the call-taker has to get that information, figure out what's going on, send that to the dispatcher. 00:07:09.000 --> 00:07:12.000 That process takes about two minutes 00:07:12.000 --> 00:07:16.000 from the point you call them until they start sending that out over the radio. 00:07:16.000 --> 00:07:18.000 Response time. This is basically drive time. 00:07:18.000 --> 00:07:23.000 So that's from the point the officer gets the information over his radio until he's arriving on-scene. 00:07:23.000 --> 00:07:25.000 It doesn't necessarily mean he's engaging people. 00:07:25.000 --> 00:07:29.000 It means he's pulling up and pushes the button on his computer that says I'm arriving. 00:07:29.000 --> 00:07:32.000 It's a total of eight to 12 minutes. 00:07:32.000 --> 00:07:36.000 The average emergency goes on before law enforcement's on-scene. 00:07:36.000 --> 00:07:39.000 So keep this eight to 12 minutes in your mind for a little bit. 00:07:39.000 --> 00:07:46.000 Are police gonna get there in time? Columbine 1999, 11:19 AM two gunmen enter. 00:07:46.000 --> 00:07:50.000 At 12:08 the gunmen commit suicide. 00:07:50.000 --> 00:07:54.000 That was a total of 49 minutes with 13 victims dead and 24 injured. 00:07:54.000 --> 00:07:57.000 They went back, did their investigation 00:07:57.000 --> 00:07:62.000 found out that these two were actively shooting at people for approximately eight and a half minutes. 00:08:02.000 --> 00:08:05.000 That's one person shot every 13 seconds. 00:08:05.000 --> 00:08:09.000 How many times does 13 seconds go into eight to 12 minutes? 00:08:09.000 --> 00:08:13.000 I haven't actually done the math. I don't know. But it's entirely too many, right? OK? 00:08:13.000 --> 00:08:19.000 There was a school resource officer that was on the campus at the time the shooting started 00:08:19.000 --> 00:08:22.000 and it took him seven and a half minutes to get there. 00:08:22.000 --> 00:08:29.000 Virginia Tech 2007. 9:42 AM the gunman enters Norris Hall. 00:08:29.000 --> 00:08:34.000 Total of eight minutes he was shooting with 30 victims dead and 17 wounded. 00:08:34.000 --> 00:08:38.000 That's one person shot every 10.2 seconds. 00:08:38.000 --> 00:08:42.000 Again how many times does 10.2 go into eight to 12 minutes? 00:08:42.000 --> 00:08:50.000 If you know what happened at Virginia Tech this individual murdered a couple of people in a dormitory. 00:08:50.000 --> 00:08:54.000 The Virginia Tech police department knew about that. 00:08:54.000 --> 00:08:59.000 Their tactical team, their SWAT team, was already deployed at that building. 00:08:59.000 --> 00:08:62.000 They had all their kit on, their helmets, and tactical gear. 00:09:02.000 --> 00:09:08.000 They had their homicide detectives there. All their patrol officers were at that building, had that building locked down. 00:09:08.000 --> 00:09:12.000 OK? That building was 800 yards away from Norris Hall. 00:09:12.000 --> 00:09:16.000 When he started shooting it took them eight minutes to get there. 00:09:16.000 --> 00:09:20.000 Their tactical team was already deployed and it took them eight minutes to get there. 00:09:23.000 --> 00:09:25.000 So what we've learned. 00:09:25.000 --> 00:09:33.000 Columbine. The faculty, staff, and students if you look on the left there, they locked down and waited for the police. 00:09:33.000 --> 00:09:36.000 The police response in Columbine at the time 00:09:36.000 --> 00:09:39.000 what law enforcement did in this situation 00:09:39.000 --> 00:09:42.000 was they set up a perimeter to contain what was going on 00:09:42.000 --> 00:09:48.000 try to establish communications with the threat and wait for the tactical teams to show up. 00:09:49.000 --> 00:09:51.000 That was the national standard. 00:09:51.000 --> 00:09:58.000 After Columbine law enforcement realized that we don't have time to wait for our SWAT teams anymore. They take too long. 00:09:58.000 --> 00:09:63.000 Your average everyday patrol officer has to go in and stop what's going on. 00:10:03.000 --> 00:10:08.000 So after Columbine the national response across the board changed 00:10:08.000 --> 00:10:13.000 and law enforcement depending on the size of your agency 00:10:13.000 --> 00:10:16.000 the first three to five patrol officers that show up 00:10:16.000 --> 00:10:20.000 form an entry team and go towards the sound of the gunshots. 00:10:20.000 --> 00:10:25.000 Now I'm seeing that law enforcement's realizing that we still aren't getting there in time. 00:10:25.000 --> 00:10:29.000 And so I've seen policies in different departments 00:10:29.000 --> 00:10:33.000 that are telling their officers if you show up by yourself 00:10:33.000 --> 00:10:36.000 you make the decision whether or not you're going to go. 00:10:36.000 --> 00:10:40.000 Once you get a second police officer with you, you are going in. 00:10:40.000 --> 00:10:44.000 So different departments have different policies. 00:10:44.000 --> 00:10:48.000 That's kind of where it's going. They're trying to get there, right? 00:10:48.000 --> 00:10:53.000 Virginia Tech. The police advanced to the threat and neutralized it. 00:10:53.000 --> 00:10:57.000 The faculty, staff, and students locked down and waited for the police. 00:10:57.000 --> 00:10:61.000 What happened in Virginia Tech versus Columbine? 00:11:01.000 --> 00:11:03.000 We had more people die, right? 00:11:03.000 --> 00:11:09.000 The police are getting there as absolutely fast as they can. They can't do anymore to get there any faster. 00:11:09.000 --> 00:11:13.000 We have to change what we're doing over here, right? 00:11:13.000 --> 00:11:17.000 What do we do? This is where ALICE comes in. 00:11:17.000 --> 00:11:20.000 There's not a one-size-fits-all plan and we don't want there to be. 00:11:20.000 --> 00:11:25.000 We just want to give you options and you decide at that time what is best for you. 00:11:25.000 --> 00:11:29.000 So alert, lockdown, inform, counter, and evacuate. 00:11:29.000 --> 00:11:33.000 It's not a chronological process it's just a list of options for you. 00:11:33.000 --> 00:11:35.000 I'm gonna talk about them individually here. 00:11:35.000 --> 00:11:38.000 Alert. This is how you learn about the incident. 00:11:38.000 --> 00:11:42.000 You might see people running and screaming you might see the gunman. 00:11:42.000 --> 00:11:46.000 Maybe you get a phone call or a text message from a friend or a coworker. 00:11:46.000 --> 00:11:51.000 It's also the way that you alert other people so as you're running away from the building and people are standing there 00:11:51.000 --> 00:11:56.000 you're yelling at them that there's a gunman in the building, follow me, come this way. OK? 00:11:56.000 --> 00:11:59.000 Once you get out of the danger area 00:11:59.000 --> 00:11:65.000 you're posting that on Facebook or whatever other social media avenue that you have 00:12:05.000 --> 00:12:08.000 to alert your friends and family to stay away from that area. 00:12:08.000 --> 00:12:13.000 We want you to dial 911 but don't do it immediately, OK? 00:12:13.000 --> 00:12:17.000 I know I can text message with the best of you 00:12:17.000 --> 00:12:21.000 but when my life is being threatened right, and the frontal lobe, and you lose your dexterity 00:12:21.000 --> 00:12:23.000 you're going to have to stop to dial 911. 00:12:23.000 --> 00:12:29.000 We don't want you to do that. Get yourself out of the danger area and then make that phone call. 00:12:29.000 --> 00:12:37.000 If you were in Salem Hospital and you hear code white third floor hallway, code white third floor hallway 00:12:37.000 --> 00:12:39.000 do you know what to do? 00:12:39.000 --> 00:12:44.000 So there's a federal agency that makes recommendations to hospitals. 00:12:44.000 --> 00:12:49.000 Their recommendation for active shooter is code white. 00:12:49.000 --> 00:12:53.000 How many people in that hospital are gonna have no idea what's going on? 00:12:53.000 --> 00:12:57.000 Almost all the patients, all the visitors, 00:12:57.000 --> 00:12:62.000 all the nurses that didn't read that memo didn't go to that training. 00:13:02.000 --> 00:13:06.000 Same thing with all the doctors that didn't read the memo, didn't go to that training, 00:13:06.000 --> 00:13:09.000 were sick that day, had the day off, or were newly hired. 00:13:09.000 --> 00:13:13.000 Or the contractors that are in there working on something. 00:13:13.000 --> 00:13:18.000 There's gonna be a whole lot of people in that building that have no idea that their life is being threatened. 00:13:18.000 --> 00:13:22.000 What if you're in Salem Hospital and you hear gunman third floor hallway 00:13:22.000 --> 00:13:25.000 there's a gunman third floor hallway, coming out over the speaker system. 00:13:25.000 --> 00:13:27.000 Do you know what to do then? 00:13:27.000 --> 00:13:30.000 At least I'm not going to the third floor hallway, right? 00:13:30.000 --> 00:13:32.000 I've got that much information to work off of. 00:13:32.000 --> 00:13:36.000 So the point to this, we have to eliminate codes. We can't use codes. 00:13:36.000 --> 00:13:42.000 And there's a lot of literature. If you're interested you can read up on it, that codes cause more of a delay 00:13:42.000 --> 00:13:47.000 because people are more apt to think that it's just for training or no, this can't be real. 00:13:47.000 --> 00:13:50.000 Maybe I'm mistaken. Maybe it's not code white. 00:13:50.000 --> 00:13:54.000 And it causes a delay in your response. We want to eliminate codes. 00:13:54.000 --> 00:13:57.000 Another problem. That's just a recommendation. 00:13:57.000 --> 00:13:64.000 I've talked to people from Corvallis Hospital. They said actually it's code silver at Corvallis. 00:14:04.000 --> 00:14:09.000 So if you go to a different hospital it's going to be something different, right? It's a major problem. 00:14:09.000 --> 00:14:14.000 A little story on alert. These are my little notes to tell a story. 00:14:14.000 --> 00:14:18.000 So a faculty member gave me permission to share her story. 00:14:18.000 --> 00:14:24.000 She worked at a university before she came here. They were giving a tour to some little kids. 00:14:24.000 --> 00:14:31.000 And as she was giving this tour this young lady walked by her and it looked like she was wearing a bib. 00:14:31.000 --> 00:14:34.000 She had a white shirt on and she had this red bib-looking thing on her. 00:14:34.000 --> 00:14:40.000 So it was really strange. She went by and the girl had that kind of thousand-yard stare. Really confusing. 00:14:40.000 --> 00:14:46.000 And so they went and saw somebody else that then appeared to have blood coming out of their neck. 00:14:46.000 --> 00:14:51.000 She started thinking something bad's going on and started seeing some law enforcement in the area. 00:14:51.000 --> 00:14:55.000 And so they took these kids into a building but they didn't really know what was going on. 00:14:55.000 --> 00:14:58.000 Long story short, they loaded the kids up on the bus, sent them back. 00:14:58.000 --> 00:14:61.000 She went to go to her office, got to the building, it was locked. 00:15:01.000 --> 00:15:04.000 It normally isn't this time of day. 00:15:04.000 --> 00:15:08.000 So she knocked on the door. Somebody came and let her in, didn't say anything to her. 00:15:08.000 --> 00:15:10.000 She went to her office and started working. 00:15:10.000 --> 00:15:16.000 She came to find out later that there was an individual who was walking around campus and he would walk by people. 00:15:16.000 --> 00:15:20.000 He reached up with a razor blade and would cut them on the neck. 00:15:20.000 --> 00:15:23.000 So there was no alert. 00:15:23.000 --> 00:15:26.000 There was no breakdown of anything. Her building was in lockdown. 00:15:26.000 --> 00:15:31.000 All of her coworkers had barricaded themselves in a room. 00:15:31.000 --> 00:15:34.000 They came and let her in but none of them told her what was going on. 00:15:34.000 --> 00:15:40.000 So we have to alert people. We have to notify each other and that is on you as much as us. 00:15:40.000 --> 00:15:44.000 So you have to tell each other share that information with each other. 00:15:44.000 --> 00:15:51.000 Lockdown. So we're going to expand on this a little bit from what we talked about our high schools doing. 00:15:51.000 --> 00:15:54.000 So we're going to secure in place that's the term I like using. 00:15:54.000 --> 00:15:57.000 Locking the doors, turn off the lights, hiding in a corner. 00:15:57.000 --> 00:15:60.000 And I don't mean all grouping together in a corner. 00:16:00.000 --> 00:16:05.000 What I mean by that is these killers are not tactical masters, OK? 00:16:05.000 --> 00:16:08.000 They don't understand a whole lot about tactics 00:16:08.000 --> 00:16:14.000 so when they come into a room they walk through that doorway and they're focused on the center of the room. 00:16:14.000 --> 00:16:20.000 OK? So be on the corners. Be here. 00:16:20.000 --> 00:16:22.000 Right? As opposed to over there. 00:16:22.000 --> 00:16:26.000 Barricading entry points, preparing to evacuate, preparing to counter. 00:16:26.000 --> 00:16:31.000 We talked about that with somebody. They were getting pieces of balled up paper, right? 00:16:31.000 --> 00:16:34.000 Preparing to throw them at somebody that came in the room. 00:16:34.000 --> 00:16:36.000 Gathering weapons of opportunity. 00:16:36.000 --> 00:16:41.000 You can see hear on the upper right there's a whole lot of weapons of opportunity, right? 00:16:41.000 --> 00:16:47.000 Now what would a little thing of Elmer's glue do against somebody with a firearm? 00:16:47.000 --> 00:16:51.000 Well does anybody do any shooting at all? 00:16:51.000 --> 00:16:56.000 Shooting sports? So what does it take to shoot accurately? What do you have to do? 00:16:56.000 --> 00:16:60.000 A lot of focus, right? So focus meaning what? 00:17:00.000 --> 00:17:02.000 You have to be able to see your sights, right? 00:17:02.000 --> 00:17:07.000 And be able to see your target. So sight alignment and target acquisition. 00:17:07.000 --> 00:17:09.000 Does breathing matter? 00:17:09.000 --> 00:17:15.000 Right? Breathing matters. What about how you're holding that weapon? That matters, right? 00:17:15.000 --> 00:17:17.000 Your trigger control your trigger press. 00:17:17.000 --> 00:17:21.000 What about how you're standing does that matter, right? Not a long one but I can do it, right? 00:17:32.000 --> 00:17:36.000 I can be sitting. I can be laying down, whatever. You have to be really quiet. She's like it's not even fun. 00:45:54.000 --> 00:45:56.000 I was like, really? Why do you do that? 00:45:56.000 --> 00:45:61.000 And she says well because there's a bad guy the police are trying to catch and he wants to hurt us. 00:46:01.000 --> 00:46:05.000 OK. And I said well what are you supposed to do if that bad guy comes in your classroom? 00:46:05.000 --> 00:46:09.000 She says well you're supposed to stay really quiet and don't move. 00:46:09.000 --> 00:46:11.000 And I said no you don't understand. 00:46:11.000 --> 00:46:15.000 What if that bad guy comes over and he opens the door of that closet that you're in and points a weapon at you? 00:46:15.000 --> 00:46:19.000 And she says Dad there's no door on the closet. Stick with me kid. 00:46:19.000 --> 00:46:26.000 OK what do you do if you're in that closet and that man steps in front of the closet and he points a weapon at you? 00:46:26.000 --> 00:46:29.000 She said we're supposed to stay really quiet and don't move. 00:46:29.000 --> 00:46:31.000 Are you kidding me? 00:46:31.000 --> 00:46:36.000 OK. I'm pretty good at controlling my emotions but I was pretty upset, right? 00:46:36.000 --> 00:46:41.000 So I said I don't care about what your principal, or your teacher, or anybody has told you to do 00:46:41.000 --> 00:46:44.000 in that situation what do you think you should do? 00:46:44.000 --> 00:46:48.000 I saw my daughter's little wheels turning for a minute and she said well I should run. 00:46:48.000 --> 00:46:50.000 I said yeah, you should run. 00:46:50.000 --> 00:46:55.000 She says but Dad what if there's another bad guy at the door, right? 00:46:55.000 --> 00:46:59.000 That's exactly right. Can you? 00:47:04.000 --> 00:47:06.000 My daughter's school is a force protection nightmare. 00:47:06.000 --> 00:47:11.000 So they have these big, silly, accordion doors that separate the classrooms. 00:47:11.000 --> 00:47:15.000 So if you gain entry into one of the classrooms you can access the entire wing. 00:47:15.000 --> 00:47:20.000 And also they have a common bathroom so you can go through the bathroom. 00:47:20.000 --> 00:47:24.000 And she says well I can go through the big door or I can go through the bathroom. 00:47:24.000 --> 00:47:27.000 OK. What if there's a bad guy in that classroom? 00:47:27.000 --> 00:47:29.000 She says I'll keep running to the next classroom. 00:47:29.000 --> 00:47:32.000 I said what if there's a bad guy in that classroom? She says I'll keep running to the next one. 00:47:32.000 --> 00:47:37.000 I said what if there's a bad guy in that classroom? She says I can't run any further. The office is there. There's no door. 00:47:37.000 --> 00:47:40.000 What are you gonna do? What are you gonna do? 00:47:40.000 --> 00:47:43.000 And she says can I go out the window? I don't know. We have to allow people to make their own decision and move. 00:48:11.000 --> 00:48:14.000 I had this conversation a couple of weeks later. 00:48:14.000 --> 00:48:18.000 A faculty member from here at Western came up to me and said hey you don't know this 00:48:18.000 --> 00:48:20.000 but my son goes to the same school as your daughter. 00:48:20.000 --> 00:48:24.000 He's about a year younger and I had the exact same conversation. 00:48:24.000 --> 00:48:26.000 And it went exactly the same way. 00:48:26.000 --> 00:48:30.000 I asked him what do you do if somebody pointed a weapon at him while he's standing in a closet? 00:48:30.000 --> 00:48:34.000 And he said I wouldn't move we're not supposed to. 00:48:34.000 --> 00:48:38.000 She said I had to pull my car over on the highway because I started crying. 00:48:38.000 --> 00:48:41.000 And she said I told him it's OK to run. You can run. 00:48:41.000 --> 00:48:44.000 So let's see this is Virginia Tech. 00:48:44.000 --> 00:48:50.000 This is the hallway there. It's just like any of our buildings or schools across the country. 00:48:50.000 --> 00:48:53.000 You have classrooms and offices on either side. 00:48:53.000 --> 00:48:58.000 Basically what happened: the gunman came in, killed one individual in the hallway, 00:48:58.000 --> 00:48:64.000 went into room 206. They all got down under the desks, tables, and chairs. 00:49:04.000 --> 00:49:08.000 Out of the 14 people in there 10 were killed two were wounded. 00:49:08.000 --> 00:49:14.000 He then went into room 211. 19 people present. 12 were killed six were wounded. 00:49:14.000 --> 00:49:17.000 They did the same thing. Got down under the desks, tables, and chairs. 00:49:17.000 --> 00:49:20.000 He went into room 207. 00:49:20.000 --> 00:49:24.000 He killed five people and wounded six of them. He wasn't able to gain entry again 00:49:28.000 --> 00:49:30.000 and you can see that their numbers got a little better, right? 00:49:30.000 --> 00:49:34.000 Room 205 immediately barricaded their classroom 00:49:34.000 --> 00:49:37.000 and nobody was killed or wounded. 00:49:37.000 --> 00:49:40.000 In room 204 out of the 19 people in there 00:49:40.000 --> 00:49:45.000 they barricaded the door and jumped out of the second story window. 00:49:45.000 --> 00:49:49.000 Two of them were killed and three of them were wounded. 00:49:49.000 --> 00:49:54.000 The two that were killed are Dr. Liviu Librescu and his student aid. 00:49:54.000 --> 00:49:58.000 They were physically holding the door closed with their bodies 00:49:58.000 --> 00:49:62.000 and allowed everybody else, bought them the time, to be able to get out the window. 00:50:02.000 --> 00:50:07.000 Now I'm not saying that I expect this from anybody, OK? 00:50:07.000 --> 00:50:13.000 But you can see the people that were proactive that took little measures 00:50:13.000 --> 00:50:18.000 they barricaded the doors, OK? There's a really fascinating story on him. 00:50:40.000 --> 00:50:47.000 The Virginia Tech shooter two days before the shooting 00:50:47.000 --> 00:50:52.000 was scene at a gun range with targets laid up on either side of the ground 00:50:52.000 --> 00:50:55.000 and he was scene walking between them shooting at them like this. 00:50:55.000 --> 00:50:59.000 Why was he doing that? He was practicing. 00:50:59.000 --> 00:50:63.000 Because he knew that we taught you to get down under the desks, tables, and chairs. 00:51:03.000 --> 00:51:07.000 And all he had to do was walk down the rows and shoot at you 00:51:07.000 --> 00:51:11.000 because that's what you were going to do because we have trained you to do that. 00:51:11.000 --> 00:51:15.000 He knew he wasn't gonna have to do anything other than that. 00:51:15.000 --> 00:51:19.000 When you're evacuating keep your empty hands visible. 00:51:19.000 --> 00:51:24.000 What if we counter we fight back and now there's a weapon there on the ground what do we do with it? 00:51:24.000 --> 00:51:26.000 I'm gonna give you some options. 00:51:26.000 --> 00:51:31.000 I will tell you that you don't want to have it in your hand when the police officer comes around the corner. 00:51:31.000 --> 00:51:36.000 It's not like you see on TV where they come around and they yell halt, freeze, whatever. 00:51:36.000 --> 00:51:40.000 In those situations they're trained to go around the corner 00:51:40.000 --> 00:51:43.000 see somebody that they believe is a threat and start shooting at them. 00:51:43.000 --> 00:51:46.000 OK? So you don't want it in your hands. 00:51:46.000 --> 00:51:51.000 A lot of people won't feel comfortable leaving it there so they want to take it with them. 00:51:51.000 --> 00:51:55.000 If you want to do that, that's fine but don't carry it in your hands. 00:51:55.000 --> 00:51:60.000 What can we do to make that less threatening as we're leaving with it? 00:52:00.000 --> 00:52:02.000 Putting it in a trashcan, right? 00:52:02.000 --> 00:52:06.000 We have trashcans in all of our rooms. Scoop that weapon into a trashcan. 00:52:06.000 --> 00:52:08.000 Scoop it into a backpack. 00:52:08.000 --> 00:52:12.000 You can carry it out that way and give it to a police officer. It's not threatening. 00:52:12.000 --> 00:52:16.000 If you're not comfortable taking that firearm with you that's completely fine. 00:52:16.000 --> 00:52:19.000 Have somebody sit on it. Throw a backpack on it. 00:52:19.000 --> 00:52:22.000 Tip the podium over on it. They might point weapons at you. 00:52:46.000 --> 00:52:52.000 It might be a dynamic entry which means that they're breaking windows and flashbang grenades and smoke grenades 00:52:52.000 --> 00:52:55.000 and yelling and screaming. It's extremely loud and disorienting. 00:52:55.000 --> 00:52:58.000 Or it might be very quiet. They might be sneaking down the hallway. 00:52:58.000 --> 00:52:60.000 They might yell at you or whisper to you. 00:53:00.000 --> 00:53:03.000 They're gonna move past hurt and injured people. 00:53:03.000 --> 00:53:05.000 I'm sure that you can all do the math. 00:53:05.000 --> 00:53:12.000 As cold hearted as it is, if the police officer's job is to go in and get injured people and take them out to the ambulance 00:53:12.000 --> 00:53:14.000 they're not gonna be able to keep up, right? 00:53:14.000 --> 00:53:20.000 Police officers are trained in those situations to push injured people out of the way and continue toward the sound of the gunshots. 00:53:20.000 --> 00:53:26.000 They might handcuff you, might ask you questions, may tell you to go away or evacuate another area 00:53:26.000 --> 00:53:28.000 and they may tell you to come out and get on the ground. 00:53:28.000 --> 00:53:31.000 This isn't something that universities developed 00:53:31.000 --> 00:53:36.000 and we're hoping it catches on. This is now the standard. This is best practice. 00:53:36.000 --> 00:53:41.000 In 2008 the Department of Homeland Security came out with their three outs program. 00:53:41.000 --> 00:53:45.000 Get out, hide out, take out. What do you suppose get out is? 00:53:45.000 --> 00:53:46.000 Evacuate, right? 00:53:46.000 --> 00:53:50.000 Hide out? Lockdown, securing in place. 00:53:50.000 --> 00:53:52.000 And take out is what? Countering. 00:53:54.000 --> 00:53:58.000 International Association of Chiefs of Police in 2009 00:53:58.000 --> 00:53:61.000 said that schools can't have a one-size-fits-all plan. 00:54:01.000 --> 00:54:04.000 Teachers need to choose to evacuate or lockdown. 00:54:04.000 --> 00:54:07.000 We have to authorize decisions to be made. 00:54:07.000 --> 00:54:12.000 One of the problems that we have right now is that there are still schools 00:54:12.000 --> 00:54:18.000 where during these situations a teacher's job is to call the office 00:54:18.000 --> 00:54:23.000 tell the office what's going on so the office can call 911. 00:54:23.000 --> 00:54:26.000 That should not be the first step, OK? 00:54:26.000 --> 00:54:31.000 We have to authorize these teachers to make a decision on what's best for their classroom. 00:54:31.000 --> 00:54:35.000 If we were in a K to 12 school 00:54:35.000 --> 00:54:38.000 and there was a gunman on the second floor of this building 00:54:38.000 --> 00:54:44.000 most K to 12 schools' policies are that you and I all go into lockdown. 00:54:44.000 --> 00:54:46.000 What would the best thing for us be? 00:54:46.000 --> 00:54:50.000 Go out the door, right? Get out the door. 00:54:50.000 --> 00:54:54.000 NYPD did their big active shooter study. 00:54:54.000 --> 00:54:59.000 And they came out with evacuate, hide, take action. Exact same thing as ALICE. 00:54:59.000 --> 00:54:64.000 State of Alabama in 2013 specifically names ALICE in run, hide, fight. 00:55:04.000 --> 00:55:07.000 Run, hide, fight is pretty popular in Marion County. 00:55:07.000 --> 00:55:09.000 My wife worked for the Marion County Courthouse for a while 00:55:09.000 --> 00:55:12.000 and that's what she was taught over there. 00:55:12.000 --> 00:55:17.000 Some other states that specifically endorse ALICE. 00:55:17.000 --> 00:55:22.000 Ohio Attorney General and Safety Task Force in June 2013. 00:55:22.000 --> 00:55:25.000 They said lockdown does not mean a stand-alone defense strategy. 00:55:25.000 --> 00:55:29.000 People need to evacuate, barricade, or counter. 00:55:29.000 --> 00:55:36.000 U.S. Department of Education June 2013 said this has to be the end of lockdown as an only response plan. 00:55:36.000 --> 00:55:42.000 A lot of our K to 12 schools are outside of the U.S. Department of Education's recommendations with that. 00:55:42.000 --> 00:55:46.000 If you have kids here's a couple of books written in partnership with ALICE. 00:55:46.000 --> 00:55:50.000 I'm Not Scared...I'm Prepared. So these are questions that I normally get asked. That's oftentimes one of the biggest problems that we have 00:56:47.000 --> 00:56:55.000 and one of the reasons that a lot of K to 12 schools particularly elementary schools aren't getting onboard with this. 00:56:55.000 --> 00:56:59.000 Because they say kids aren't capable of this. 00:56:59.000 --> 00:56:65.000 Now I will tell you that my 10-year-old daughter or my seven-year-old when she was seven 00:57:05.000 --> 00:57:08.000 absolutely I did not teach her counter, right? 00:57:08.000 --> 00:57:12.000 That's unrealistic to tell a 10-year-old even with a group of them. 00:57:12.000 --> 00:57:17.000 They don't have the physical capabilities to overtake a gunman, OK? 00:57:17.000 --> 00:57:21.000 Where we say that that comes into play is more like seventh or eighth grade 00:57:21.000 --> 00:57:26.000 kind of the end of middle school is where we want to start incorporating the counter portion of things. 00:57:26.000 --> 00:57:30.000 But my daughter being especially my daughter 00:57:30.000 --> 00:57:33.000 she has my genes she's not a very big person. 00:57:33.000 --> 00:57:36.000 OK? She's a tough target to hit when she's moving. 00:57:36.000 --> 00:57:39.000 Get the kids moving. OK? We shouldn't put them in a corner. 00:57:39.000 --> 00:57:44.000 In Sandy Hook basically what happened: the gunman went back and forth between these two classrooms 00:57:44.000 --> 00:57:46.000 and the kids and the staff did what they were supposed to. 00:57:46.000 --> 00:57:50.000 They got into the corner and waited for somebody else. 00:57:50.000 --> 00:57:55.000 He basically went back and forth between those two classrooms and just shot the kids that were in the corner. 00:57:55.000 --> 00:57:58.000 At one point he ran out of ammunition. 00:57:58.000 --> 00:57:64.000 A little kid that grew up around firearms recognized that that weapon was unloaded could not fire. 00:58:04.000 --> 00:58:08.000 He stood up, he yelled run, and four of his classmates followed him. 00:58:08.000 --> 00:58:12.000 They ran right past the shooter out the front door and into the neighborhood 00:58:12.000 --> 00:58:16.000 and actually ran to the fire department. Do you think they were trained to do any of this? 00:58:16.000 --> 00:58:21.000 They ran to the volunteer fire department because nobody had called 911 yet. There wasn't anybody there. 00:58:21.000 --> 00:58:24.000 They weren't able to get in or get anybody's attention. 00:58:24.000 --> 00:58:27.000 So they continued and ran further into the neighborhood. 00:58:27.000 --> 00:58:29.000 And some of you may have heard on the news 00:58:29.000 --> 00:58:34.000 how about two and a half hours after the initial incident occurred 00:58:34.000 --> 00:58:37.000 they found the five kids out in the neighborhood. 00:58:37.000 --> 00:58:42.000 It was those five kids. They just ran out into the neighborhood and sat down on a curb until somebody came and found them. 00:58:42.000 --> 00:58:48.000 They weren't trained to do that but at six years old they were smart enough to know what to do and protect themselves. 00:58:48.000 --> 00:58:51.000 Special education is not addressed. 00:58:51.000 --> 00:58:55.000 So with the elementary schools or special education 00:58:55.000 --> 00:58:58.000 that's where we need to have those conversations beforehand 00:58:58.000 --> 00:58:62.000 and work on hardening those facilities and figuring out how to evacuate those people. 00:59:02.000 --> 00:59:06.000 What might be right for one person might not be right for another. 00:59:06.000 --> 00:59:12.000 OK? I might choose to stay and try to barricade. 00:59:20.000 --> 00:59:21.000 Go ahead. 00:59:21.000 --> 00:59:28.000 Right so she's saying what if the entire school is special education and there's no other exits except the front door of the classroom? 00:59:28.000 --> 00:59:32.000 That's where we have to work on hardening those facilities 00:59:32.000 --> 00:59:35.000 and figuring out ways to be able to secure that 00:59:35.000 --> 00:59:38.000 and buy ourselves enough time for law enforcement to show up. 00:59:38.000 --> 00:59:43.000 Right? So we want to work on a large deadbolt system. 00:59:43.000 --> 00:59:48.000 We want to have filing cabinets close to those doors so you can tip a filing cabinet over. 00:59:48.000 --> 00:59:54.000 That's a pretty formidable piece of equipment to put on the other side of a door, right, to be able to do that 00:59:54.000 --> 00:59:58.000 and harden those facilities to buy ourselves time. 00:59:58.000 --> 00:59:64.000 I get questions like that from people. You cannot run and you cannot fight back. 01:01:19.000 --> 01:01:25.000 And then they said who in here has the least amount of firearms training in the room? 01:01:25.000 --> 01:01:30.000 And it ended up being this little elementary school teacher. Sweetest woman I've every met in my life. 01:01:30.000 --> 01:01:32.000 She'd never touched a firearm before. OK? 01:01:32.000 --> 01:01:36.000 And they said OK great you're our shooter. They gave her about 60 seconds of instructions. 01:01:36.000 --> 01:01:40.000 They said here's the dangerous end. This is how you pull the trigger and kill people. Ready, go. 01:01:40.000 --> 01:01:45.000 And she came into the classroom. We all got down under the desks, tables, and chairs. Tried to hide, whatever. 01:01:45.000 --> 01:01:48.000 She killed 30 of the 31 of us. 01:01:48.000 --> 01:01:50.000 One person hid in the closet she didn't find. 01:01:50.000 --> 01:01:54.000 They then found the top tactically trained guy in the class 01:01:54.000 --> 01:01:58.000 which was the commander of that county's SWAT team. 01:01:58.000 --> 01:01:63.000 So I think we can all understand they didn't have to give him a lot of instruction on this airsoft gun, right? 01:02:03.000 --> 01:02:09.000 They said now institute ALICE and a SWAT team member is going to come in and try to kill all of you. 01:02:09.000 --> 01:02:14.000 So he left. We all kept doing our class continuing on. 01:02:14.000 --> 01:02:17.000 He came in.
