Animal Control
Policy Details

    POLICY

    It is the policy of Western Oregon University to protect the health and
    safety of employees and citizens by prohibiting animals from all campus
    buildings and facilities except when approved for persons with disabilities
    or research.  All animals must have a leash attached while on university-
    owned property.
    
    
    
    
    

    PURPOSE

    
    The purpose of this policy is to require restraint of all animals on campus
    at Western Oregon University.
    
    
    
    

    PROCEDURES

         DEFINITIONS
    
    1.  Animal - Any bird, reptile or mammal kept as a pet.
    2.  Leash - Any rope, strap, chain, or similar device not exceeding six feet
    in length, held in the hand of a person capable of controlling the animal to
    which it is attached.
    
         REGULATIONS
    
    1.	Unattended - Persons bringing animals on university-owned property
    are not to leave the animal unattended for any length of time.
    2. Leash - No person shall attach any animal by the use of any leash or
    other device, to any tree, pole, fence, sign, building, fire hydrant,
    vehicle or other object on university-owned or controlled property.       
    3.	Vehicle - Persons shall not confine or attach an animal within or to
    a motor vehicle, either leashed, tied or loose, in such a way that the 
    animal can extend beyond that vehicle.
    4. Control - Capable persons are to have control of the animal with the use 
    of a leash while on campus property.
    5. License - Animals are not permitted on campus property unless currently
    licensed.
    6.	Location - Animals are only permitted in areas of public
    accommodation (i.e. campus buildings, athletic fields and facilities, etc.)
    if the animal is a guide dog for the blind, companion dogs for the deaf, or
    canine/animal companions for independence, including companion/guide animals
    in training.
             
             Animals permitted in non-public areas of accommodation (i.e.
    residence halls) are only those animals that a person with a disability
    needs/uses as a reasonable accommodation.
    
    7. Research - Animals under the guidance or control of university employees
    and used for the purpose of research or other academic endeavors, are exempt
    from these regulations.
    8. Exceptions - Persons requesting an exception to these regulations are to
    make a formal written request to the Director of Public Safety.  The Public
    Safety Director will have the authority to grant or deny the petition based
    on safety, health and sanitation considerations.  No considerations will be
    given for companionship or having no one to watch the pet.  
    9. Sanctions - Any person who violates these regulations may be subject to
    one or more of the following:
    a) Warning;
    b) Issuance of a university Notification by a Public Safety Officer or
    designated administrative officer;
    c) An order to leave the premises and to remove the animal from university-
    owned or controlled property;
    d) Disciplinary action, if a student or university employee.
    
         Animals found on university controlled property in violation of this
    policy, may be impounded and released to the local law enforcement agency if
    the owner is not located.
    
    
    
    
    

    AUTHORITY

    
    ORS 351.070  Ordinance - The City of Monmouth Regulation of Animals, Chapter
    42, and Nuisance Ordinance, Chapter 44, together with any adopted amendments
    is applicable and enforceable on university-owned and controlled property
    within the city.
    
    
    
    
    
    

    APPROVAL

    It is the responsibility of each person with an animal to have a leash
    attached while on the University-owned property.
    
    The office of Public Safety is responsible for the monitoring, tracking of
    and compliance with state statutes, city ordinances as they relate to campus
    animal control regulations.
