Policy on AIDS

    POLICY

    Western Oregon University recognizes Acquired Immune Deficiency Syndrome (AIDS) 
    as a serious health problem.  For purposes of this policy, the term AIDS will 
    include all cases in which a person is infected with the AIDS virus, including 
    asymtomatic infection, AIDS related complex (ARC), and AIDS.
    
    Based on current information from the Center for Disease Control, the American 
    College Health Association, and the Surgeon General's report on Acquired Immune 
    Deficiency Syndrome, Western recognizes that there is no documented evidence 
    that AIDS can be acquired through casual contact.  Therefore, Western Oregon 
    University adopts the following campus policy on AIDS.
    
    
    

    PURPOSE

    
    
    

    PROCEDURES

    1.  Persons infected with the AIDS virus shall not be excluded from enrollment 
        or employment or restricted in their access to university facilities or 
        services unless a medically based judgment, in an individual case, 
        establishes that exclusion or restriction is necessary to the welfare of the 
        infected individual or the welfare of other members of the university 
        community.
    
    2.  Western Oregon University shall conduct an on-going educational campaign 
        designed to provide students, faculty, and staff basic information about 
        AIDS and other sexually transmitted diseases.
     
        The President annually shall charge a Health Task Force to review and     
        recommend changes to the campus policy on AIDS and to recommend a campus- 
        wide educational plan of AIDS.  The Task Force will work with other 
        administrators, directors, and department heads to ensure that basic 
        information about AIDS is available to all faculty, staff, and students and 
        that more detailed information and personal consultation is available upon 
        request.  These educational efforts shall be on-going to accommodate the 
        annual turnover in student and employee populations.  The task force shall 
        submit a report to the President at the end of each academic year on the 
        AIDS educational program.
     
    3.  Information on AIDS is available in the Health Canter by requesting a 
        confidential appointment with a physician, nurse, or counselor or through 
        printed literature available in the lobby.
    
    4.  The official university spokesperson on AIDS shall be the Office of Public 
        Relations & Communications Director.  All inquiries from the press, from 
        elected public officials, or the public will be referred to the Director of 
        Public Relations & Communications.
    
    5.  An individual's right to privacy and confidentiality will not be breached 
        because an individual has AIDS.  When a case of AIDS is detected on campus, 
        the case manager approach shall be used in assessing each case individually 
        without revealing the identity of the person with AIDS.  The Vice President 
        for Student Affairs and Enrollment Management shall be the case manager for 
        students, the Provost shall be the case manager for faculty, and the Vice 
        President for Administration, Finance & Human Resources shall be the case 
        manager for all other employees.
    
    6.  The university shall widely publicize and carefully observe safety 
        guidelines established by the US Public Health Service for the handling of 
        blood and other body fluids and secretions.  In addition, each department of 
        the campus which deals with body substances shall identify itself to the 
        Office of the President and develop a set of guidelines to ensure the safety 
        of students, a faculty, and staff.  Those departments include, but are not 
        limited to academic classes and labs, Health Center, athletics, physical 
        education, food services, maintenance or custodial services, security, 
        student housing, and day care services.
    
    7.  This policy shall exist in partnership with other policies relating to 
        health and safety at Western, and shall not supersede those policies.
