SUMMARY

To provide students, faculty, staff, consultants, contractors, and visitors with a smoke and tobacco free area in which to study, work, teach, conduct research, transact business, and otherwise participate in University activities

FULL STATEMENT OF AUTHORITY

DEFINITIONS

Smoking: means inhaling, exhaling, burning, or carrying any lighted or heated Tobacco product, including legal smoking substances that are not Tobacco, and smoking instruments.

Tobacco Use: includes smoking, chewing, dipping or any other use of Tobacco products.

Tobacco: means all forms of Tobacco, including but not limited to, cigarettes, cigars, shisha, pipes, water pipes (hookah), electronic cigarettes, and all forms of smokeless Tobacco including but not limited to, chew, snus, snuff, sticks, strips and orbs.

Property: means all property owned or controlled by the University.

Vehicle: means any vehicle on university Property.

 

POLICY STATEMENT

Smoking and Tobacco Use is prohibited on all Property and in all Vehicles. Tobacco may not be sold or distributed on any Property. Any violation of this policy impairs and disrupts the educational or other activities of the University. An employee who violates this policy may be subject to discipline. A student who violates this policy may be subject to sanction under the Student Code of Responsibility.

 

PROCEDURES

This policy is the shared responsibility of the Western Oregon University community. Students, faculty and staff are authorized and encouraged to communicate this policy with courtesy, respect and diplomacy. If difficulties arise with compliance, security or management-level staff should be notified.

Any person who observes an individual violating this policy is encouraged to address the noncompliance with the person in question. Student compliance with this policy rests with the Office of Student Conduct. Employee compliance with this policy rests with the Human Resources Office. Contractor compliance with this policy rests with the contracting department. 

If questions arise regarding the actual physical parameters of the prohibition for any particular Western Oregon University property, the President, or designee, shall provide a final determination.

EXCEPTIONS

Theatrical performances approved by the Dean of Liberal Arts and Sciences where tobacco use is integral to maintain authenticity of the material; ritual/cultural events approved by the Vice President for Student Affairs; academic research involving tobacco or tobacco products approved by the Institutional Research Board; or other exceptions approved by the University President.
